Description
The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Fraud Investigator I to work in the Welfare Fraud Unit. The incumbent is responsible for investigating fraudulent activity related to public assistance programs and implementing appropriate follow-up action.
Duties include but are not limited to

  • Calculating and establishing claims of overpayments due to fraud;
  • Providing advice and assistance to payment department to assist with prevention of fraud, including interpretation of policy;
  • Researching reports of fraud, including data review, interviews of clients, and analysis of handwriting samples;
  • Utilizing Virginia Case Management System (VaCMS);
  • Interviewing and assessing customers;
  • Analyzing data and preparing case summaries for prosecution staff;
  • Documenting case notes and report writing on the process and findings of the investigation;
  • Appearing in court as needed;
  • Participating in orientation of new staff.

Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge in public assistance programs policies and regulations; Rudiments of fraud investigations and white collar crime; Investigative methods used in reviewing of records; Interviewing and assessment skills; Criminal and civil laws and judicial procedures; and Rules of evidence that govern the courts and administrative tribunal systems.

Demonstrated skills in investigations and investigative report writing; criminal interviewing; and effective oral and written communication.

Demonstrated ability to function independently; establish and maintain effective working relationships with outside agencies; analyze facts and exercise sound judgment in arriving at conclusions; apply instructions, such as guidelines, policies, and regulations; communicate with a diverse population in a professional manner; and prepare and presenting clear, concise, and thorough reports.

MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor\'s Degree in liberal arts, criminal justice, business, finance, or a related field;
  • 2 years of customer service and computer experience;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid Driver\'s License.

PREFERRED TRAINING AND EXPERIENCE:
  • Investigative experience in various backgrounds and disciplines which include client and witness interviewing, case documentation, report writing and court testimony;
  • Specific experience in identifying and addressing instances of fraud;
  • Experience in Social Services Benefit programs (such as TANF, Child Care, SNAP, Medicaid or others) is a plus;
  • Experience with the Virginia Case Management System (VaCMS) is a plus
  • Experience with Harmony is a plus
  • Experience with Microsoft Office Suite;
  • Certified Fraud Examiner or CWFI Certification is a plus
