Job Description

This position is located within the DC Department of Motor Vehicles (DMV), Administrative Services Administration. The mission of the DMV is to promote the safe operation of motor vehicles and public safety, while providing outstanding customer service.


Incumbent is responsible for providing Human Resource Management (HRM) services to enhance workforce performance, offering guidance and strategic direction, and advising agency staff on Human Resources (HR) issues. Additionally, incumbent resolves complex HR problems, handles recruitment, classification, employee relations, and other HR matters, and develops personnel action requests for staffing, performance, compensation, and administrative activities.

DUTIES AND RESPONSIBILITIES




The incumbent will be responsible for providing guidance regarding employee and management rights and obligations, including matters related to discipline, appeals, grievances procedures, workplace conduct, leave policies, absenteeism, reassignments and promotions, and the District Personnel Manual (DPM). Conducts thorough reviews of all disciplinary actions proposed and decided by managers and supervisors under the Mayor's personnel authority. Creates, updates, and modifies agency position descriptions, in collaboration with the agency's managers and supervisors. Applies qualifications requirements based on DPM and Office of Personnel Management (OPM) rules and regulations for all grade level positions, including managerial, supervisory, and nonsupervisory with non-specialized requirements.


Collaborates with agency managers and immediate supervisors to identify transitional duty assignments. Identifies, analyzes and evaluates challenges to improve organizational structure including developing and presenting recommendations and options to avoid or resolve problems. Reviews requests for progressive discipline, investigates internal complaints and/or grievances and prepares written memoranda, responses, and collaborates with the Office of Labor Relations and Collective Bargaining (OLRBC) and Union representatives to resolve disputes.

QUALIFICATIONS AND EDUCATION




Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is performed in an office setting. The work area is adequately lit, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
