The City of Silverton is seeking a professional, experienced and dedicated individual to fill the position of Human Resource Manager. The Human Resource Manager will lead the daily functions for that department including: recruiting and retention; administration of personnel action forms, benefits, and leave; disciplinary matters, disputes and investigations; performance and talent management; staff recognition and morale; occupational health and safety; training and development of City staff; and updates and enforcement of organizational policies and practices.
The Community:
The charming City of Silverton (population 10,882) is located on the east side of the renowned Willamette Valley, nestled against the foothills of the Cascade Mountain Range in Marion County. The area enjoys warm dry summers with a pleasant, temperate climate and is surrounded by lush woods and natural areas. Officially incorporated in 1885, Silverton was established by settlers in 1800 following the timber and hydropower industries. By 1894, Silverton swelled to a population of nearly 900 and was regarded as one of the most progressive towns of western Oregon due to its prevalence in regional trade and banking. As Silverton grew, so did its industrial footprint with several export companies basing operations out of the region, including the Fischer Flour Mill and Silver Falls Timber Company. Responsibilities
Develop and implement HR strategies that support the organization's goals and objectives.
Oversee talent acquisition processes, including recruiting, interviewing, and onboarding new employees.
Manage employee orientation programs to ensure new hires are effectively integrated into the company culture.
Administer benefits programs and ensure compliance with FMLA and workers' compensation regulations.
Lead performance management initiatives to evaluate employee performance and identify areas for development.
Facilitate training and development programs to enhance employee skills and career growth.
Supervise HR staff, providing guidance in conflict management, employee relations, and organizational design.
Collaborate with senior leadership on strategic planning and succession planning efforts.
Utilize HRIS systems such as Workday, Paychex, or Oracle HCM for data collection, payroll processing, and benefits administration.
Conduct data analysis to inform decision-making processes related to human capital management.
Implement process improvements in HR operations to enhance efficiency and effectiveness.
Skills
In-depth knowledge of employment & labor law, OSHA regulations, and HR best practices.
Strong negotiation skills with the ability to resolve conflicts effectively.
Proven experience in talent management, including sourcing candidates through ATS platforms like Taleo or UltiPro.
Excellent communication skills for effective interaction with employees at all levels of the organization.
Proficiency in program management with a focus on change management initiatives.
Familiarity with budgeting processes related to HR functions.
Ability to utilize various HR software such as Kronos, SAP SuccessFactors, Ceridian, or Paylocity for efficient HR operations.
Strong presentation skills for delivering training sessions or reports to senior leadership teams.
