Job Title: Human Resources Manager

Position Summary
The Human Resources Manager leads the City's comprehensive human resources program, ensuring compliance with all applicable federal, state, and local employment laws while fostering a professional, equitable, and employee-centered workplace. This position oversees recruitment, classification and compensation, benefits administration, labor relations, employee relations, risk management, and policy development. The HR Manager works collaboratively with the Director of Administration, Department Heads, Finance, and directly with the Administrative Analyst to support operational continuity, workforce development, and organizational effectiveness.
Essential Functions
Recruitment, Selection & Onboarding
Manages all recruitment efforts for City positions, including: job postings, applicant screening, testing coordination, interviews, hiring recommendations, and communication with all applications and selected candidates.
Conducts reference, background, and compliance checks in accordance with state and federal law.
Coordinates offers of employment, onboarding, orientation, and employee records setup.
Ensures compliance with E-Verify and all required hiring documentation standards.
Compensation, Classification & Position Management
Maintains and updates classification, compensation, and position descriptions.
Partners with Finance to ensure equitable pay practices alignment with budget and labor agreements.
Provides guidance to Department Heads on promotions, disciplinary actions, and reclassifications.
Benefits Administration
Administers employee benefits programs including health, dental, vision, life insurance, retirement, cafeteria plans, and voluntary benefits.
Coordinates benefit programs with vendors and Finance for continuity and compliance.
Assists with negotiations for benefit contracts and ensures accurate enrollment and employee communication.
Provides education and guidance to employees regarding benefit options and changes.
Employee & Labor Relations
Serves as primary advisor to management and staff on employee relations matters.
Coordinates and participates in disciplinary actions, grievances, investigations, and terminations.
Ensures fair, lawful, and consistent application of personnel policies.
Assists in collective bargaining preparation and negotiations; supports development of Memoranda of Agreement.
Maintains positive labor-management relationships.
Policy Development, Training & Compliance
Maintains and updates the City's Employee Policy Handbook to ensure legal compliance.
Develops and coordinates training for employees and supervisors on HR topics and municipal procedures.
Monitors changes in employment law and ensures citywide compliance.
Risk Management, Workers' Compensation & Leave Administration
Administers workers' compensation claims in coordination with insurance carriers.
Coordinates FMLA, ADA, PWFA, military leave, and other statutory leave programs.
Facilitates disability accommodations through the interactive process.
Oversight of pre-employment, post-accident, and random drug and alcohol testing programs.
Records, Reporting & HR Systems
Maintains all personnel records in compliance with confidentiality standards.
Prepares and submits required labor statistics and external reporting.
Manages HR data within the City's HRIS/ERP systems.
Provides personnel data and projections for annual budget preparation.
Required Qualifications
Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
Minimum of four (4) years of progressive human resources management experience, preferably in the public sector.
Demonstrated knowledge of classification and compensation systems, benefits and leave administration, ADA/FMLA/PWFA compliance, employee relations, workers' compensation, and HR information systems.
Strong written and verbal communication skills.
High level of discretion, judgment, and professionalism.
Preferred Qualifications
Experience with collective bargaining in a municipal or governmental environment.
Master's degree in a related field.
Experience leading organizational change and implementing HR technology solutions.
Working Conditions & Expectations
This position operates in a professional office setting with occasional evening meetings, emergency response coordination, and on-call availability as required. The HR Manager must maintain strict confidentiality, exercise sound judgment, and serve as a trusted advisor to City leadership and staff.
