Overview:
The HR Manager - CSS provides leadership and oversight for the Human Resources (HR) team supporting Community Support Services (CSS), including Expanded Learning Programs (ELP), Childcare Resource Services (CRS), and Youth & Family Services (YFS). This role manages day-to-day HR operations, supports the implementation of HR initiatives, and partners with CSS and HR leadership to provide guidance on employee relations, recruitment, and compliance. The Human Resource Manager helps align workforce strategies with operational goals while ensuring adherence to employment laws and funding source requirements. This role supports a positive workplace culture through effective HR practices and collaboration with internal partners to meet organizational needs.

SCHEDULE:This exempt position generally follows a Monday-Friday schedule during regular business hours. Flexibility is occasionally required to meet program and staff needs, which may include early morning, evening, weekend or holiday coverage in alignment with Community Support Services operations.
WORK DESIGNATION:Remote (must work within San Diego County Region)
+ The Human Resources Manager supports programs operating throughout San Diego County and may occasionally travel to program sites or administrative locations. In-person attendance at meetings, trainings, and events is required as needed to maintain connection with teams and ensure effective partnership with CSS and HR leadership.

Responsibilities:
Provide leadership, direction, and supervision to the CSS HR team, ensuring effective collaboration, professional growth, workload balance, and alignment with department and organizational goals
Implement and maintain HR policies, procedures, and programs across CSS branches, ensuring compliance with federal, state, and local employment laws, as well as funding source requirements
Oversee HR operations and the full employee lifecycle- including recruitment, onboarding, training, development, and separation- in coordination with CSS and HR leadership
Provide coaching and guidance to supervisors and staff on HR practices, performance management, and employee relations to promote a positive and compliant workplace culture
Manage and resolve employee relations matters, ensuring fair, confidential, and timely investigations in collaboration with Senior HR leadership or legal counsel, as appropriate
Monitor and audit HR processes and records to ensure compliance, accuracy, and continuous quality improvement across HR operations
Manage and support HR projects and initiatives, including process improvements, system updates, and implementation of new HR tools or programs
Collaborate with internal partners- including Community Bridging & Engagement, Learning & Development, and Compliance- to promote employee engagement, workplace well-being, and retention initiatives
Compile and analyze workforce data and HR metrics to identify trends, support decision-making, and inform strategic planning efforts
Other duties as assigned
TRAVEL REQUIREMENTS:Must have access to reliable transportation to travel regularly throughout San Diego County
SUPERVISORY RESPONSIBILITIES:Supervises staff across multiple levels and functions supporting CSS Human Resources operations
Qualifications:
EDUCATION:Bachelor's degree in Human Resources, Organization Effectiveness, Psychology, Business Management, or a related field, OR equivalent four (4) years' work experience in a related field, AND five (5) years of progressive work experience.
+ Type of Experience:
- Supervising, mentoring, and developing HR professionals across multiple levels and functional areas
- Supporting or coordinating HR initiatives across multiple programs or sites, preferably within a grant-funded or nonprofit environment
- Managing employee relations issues, including assisting with investigations, conflict resolution, and advising managers on appropriate actions
- Assisting with the development and implementation of HR policies, procedures, and systems to ensure consistency and compliance with applicable laws and organizational standards
- Understanding and applying federal and state employment regulations, including wage and hour laws, leaves of absence, and workplace compliance requirements
- Supporting recruitment and retention efforts, particularly for specialized, hard-to-fill, or grant-required roles
- Providing guidance to supervisors and staff on HR processes, performance management, and workplace conduct
- Analyzing workforce data to support decision-making and process improvements
- Collaborating with HR and program leadership and support teams to align HR practices with operational needs and funding requirements

- Experience working in a fast-paced, multi-site or grant-funded nonprofit or public sector environment, requiring adaptability, collaboration across diverse teams, and the ability to manage shifting priorities while ensuring compliance and confidentiality
