Role Overview
We are seeking a meticulous and highly organized Human Resources Manager to lead HR operations and ensure compliance with relevant regulatory frameworks including the Virginia Department of Behavioral Health and Developmental Services (DBHDS), the Virginia Department of Medical Assistance Services (DMAS), and Home and Community?Based Services (HCBS) regulations. This role is critical in building and maintaining a robust employee file system, overseeing onboarding and credentialing, supporting our team's growth, and ensuring HR practices align with our mission and regulatory obligations.
Key Responsibilities
Manage full-cycle recruitment, hiring, onboarding, and offboarding processes for clinical and non-clinical staff, ensuring timely completion of credentialing, background checks, licensure verification, and orientation.
Maintain and audit employee personnel files, ensuring completeness, accuracy, accessibility, and compliance with DBHDS, DMAS and HCBS standards (e.g., licensure, training records, competency logs).
Develop, implement and maintain HR policies, procedures, and standard operating practices aligned with regulatory requirements and best practices.
Conduct regular internal audits of HR files and processes, identify gaps, and implement corrective actions to meet state and federal compliance.
Collaborate closely with leadership (including your weekly QA meetings) to track staff competencies and training statuses; work with the team to ensure forms, records and systems (e.g., for competencies) are up to date.
Serve as point-of-contact for regulatory surveys, audits, and inspections; prepare documentation and respond to findings or requests from DBHDS, DMAS, or related oversight bodies.
Coordinate with the IT specialist and other operational staff to manage HR systems, electronic records, security of confidential documents, workflows and access.
Monitor changes in regulations (DBHDS, DMAS, HCBS, OSHA, etc.) and advise management of necessary policy or practice updates.
Develop and deliver training or orientation sessions for staff on HR-related topics: compliance, file management, record-keeping, confidentiality, performance management.
Maintain an organized HR office environment (digital and physical), set up filing systems, ensure backups, retention schedules, and secure disposal procedures.
Support performance management processes, including annual reviews, disciplinary action procedures, staff relations, and retention strategies.
Provide HR metrics, reports and dashboards on staffing, turnover, training compliance, credential status, and file audit results to executive leadership.
Required Qualifications & Skills
Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).
Minimum 5 years of HR experience in a healthcare, home-care, or community services setting; experience with PDN, home health or similar services is a strong plus.
Demonstrated knowledge of Virginia regulatory frameworks: DBHDS, DMAS, HCBS rules and quality frameworks.
Exceptional organizational skills and attention to detail: thoroughness in maintaining files, tracking certifications/licenses, auditing, and ensuring regulatory alignment.
Strong analytical ability and proficiency in conducting audits and compliance assessments.
Excellent interpersonal and communication skills; ability to work collaboratively with clinical teams, leadership and staff at all levels.
Proficiency with HRIS systems, Excel/spreadsheets (to support your work with the competency/training spreadsheets), electronic file management, and willingness to adopt new tools.
High level of integrity and confidentiality in managing sensitive staff information.
Ability to work independently, prioritize tasks, manage multiple deadlines and maintain consistent follow-through.
