Reaching Clarity Homecare is seeking an experienced and highly organized HR Manager to lead all human resources operations and recruitment efforts. This role is critical to ensuring regulatory compliance, building a high-quality workforce, and supporting a positive, mission-driven workplace culture focused on compassionate and reliable care.
The ideal candidate will have strong experience in home care or healthcare staffing, HR compliance, employee relations, and full-cycle recruiting.

Key Responsibilities
Human Resources Management
Oversee all HR operations including onboarding, employee relations, performance management, disciplinary actions, and offboarding
Develop, implement, and maintain HR policies and procedures in compliance with Georgia DCH, labor laws, HIPAA, and agency policies and standards
Maintain accurate and confidential employee records, credentials, and personnel files
Manage employee attendance, probation periods, corrective action plans, and terminations in alignment with agency policy
Serve as a point of contact for employee concerns, conflict resolution, and HR guidance
Support leadership with workforce planning, retention strategies, and employee engagement initiatives
Coordinate mandatory in-service trainings and track compliance requirements
Recruitment & Staffing
Lead full-cycle recruitment for all positions including CNAs, PCAs, Nurses (LPN/RN), Behavioral Aides, RBTs, and Administrative Staff
Post job openings across multiple platforms and manage applicant tracking
Screen, interview, and recommend qualified candidates aligned with agency values and client needs
Conduct background checks, credential verification, and employment eligibility screening
Coordinate onboarding, orientation, and new-hire training schedules
Collaborate with scheduling and clinical teams to ensure staffing needs are met promptly
Build and maintain a pipeline of qualified candidates to support agency growth
Compliance & Documentation
Ensure all employees maintain current licensure, certifications, TB screenings, CPR, and required documentation
Support audits, surveys, and internal compliance reviews
Maintain confidentiality of all employee and client information
Qualifications
Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or related field (preferred)
Minimum 2-5 years of HR and recruiting experience, preferably in home care, healthcare, or behavioral health
Strong knowledge of Georgia labor laws, healthcare compliance, and staffing regulations
Experience recruiting direct care staff in a fast-paced environment
Excellent organizational, communication, and interpersonal skills
Ability to handle sensitive information with professionalism and discretion
Proficiency with HR systems, scheduling platforms, and Microsoft Office / Google
