Why does the job exist?



This position exists to provide a smooth and positive new-hire experience, beginning with conducting orientation and preparing comprehensive new hire packets for incoming employees. It ensures the accurate, secure, and compliant creation, maintenance, and management of all personnel and position files for the agency. As the primary steward of these critical records, the HR Generalist provides highly confidential support to employees, managers, and the HR team while protecting sensitive information and upholding the integrity of HR operations. The role oversees the full lifecycle of employee and position documentation, ensures consistent and compliant record practices, supports routine HR processes, and offers additional assistance to the Advanced HR Generalists as needed.

How does it get done?



This position conducts new-hire orientation to ensure employees receive a smooth, informative, and positive onboarding experience. It is responsible for tracking employee evaluations, communicating with managers regarding timely submission, and recording evaluation ratings in the HR information system. The role creates, maintains, and reconciles all personnel and position files, ensuring accuracy, completeness, and compliance throughout the file lifecycle. Responsibilities also include filing, copying, scanning, and archiving terminated personnel files; processing employment verifications; completing file reviews; and managing the transfer of records to and from external agencies. The HR Generalist ensures personnel files remain current and properly documented, enters and updates employee information in the HR information system, reviews and submits retirement-related documents (including applications and beneficiary updates), and assists with routine HR transactions such as preparing payroll requests, one-time deductions, terminal leave, and COBRA notices. The role also provides basic assistance to employees and managers regarding time entry questions and ensures verification of employment documentation is accurately processed and filed.

Minimum Qualification



Bachelor's Degree in any field. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling four (4) years may substitute for the required education.

Employment Requirements



Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.

Working Conditions



This position is primarily performed in an office setting, with exposure to computers, phones, and other office equipment (Visual/Video Display Terminal use). The work involves extended periods of sitting, with some standing, bending, and reaching as needed. The employee must be able to lift up to 25 pounds, typically related to personnel file boxes. Travel is minimal and infrequent, usually within the state to other HR locations or occasionally out of state for training and will always be scheduled with advance notice. The employee may use a state vehicle for work-related activities, such as file reviews with other agencies or transporting employees for required appointments.
