Join LDH as an HR Analyst A - HR Specialist and serve as the agency's statewide expert on pay, classification, and HR policy. In this role, you'll guide program offices on Special Entrance Rates and Premium Pay, conduct salary surveys, resolve complex compensation issues, and ensure full compliance with Civil Service rules and LDH policies.

Minimum Qualifications

Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Serves as the statewide Pay expert for LDH Headquarters. Reviews, evaluates and coordinates Special Entrance Rate (SER) and Premium Pay requests submitted by program offices while ensuring compliance with Civil Service rules and LDH policies.
Provides expert guidance on complex pay issues, processes salary requests, conducts salary surveys, and ensures compliance with Civil Service rules and LDH policies.
Manages classification functions, reviews and audits position descriptions, ensures organizational accuracy, and consults with management on appropriate job titles and structures.
Supports Continuous Performance Management (CPM) by reviewing evaluations, training supervisors, resolving employee performance issues, and ensuring timely completion of CPM requirements.
Advises employees, supervisors, and management on classification, compensation, and HR policies; drafts policy revisions and communicates program standards and changes effectively.
Prepares reports, conducts HR system audits, presents findings, and participates in Civil Service meetings, task forces, and committees to support LDH's HR goals.

Compensation:
This position is eligible for the following Special Entrance Rates (SER) for the job titles listed below, as well as a Premium Pay of up to $2.00/hr. for hours worked based on longevity for HR Analyst A - HR Specialist.
