TITLE: Human Resource Recruiter

LOCATION: Central Office and Training Center

The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22,000 students and 60+ different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy, the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings.

With Head Start/preschools, 28 elementary schools, 7 middle schools, and 5 college and career academies/high schools, we are the fifth largest district in the state of Kansas and our student population is approximately 56% Hispanic, 24% African American, 9% White, and 6% Asian. To serve our students, the district employs approximately 4,000 employees including more than 1,800 teachers.

JOB GOAL:

The Recruiter will support full life cycle recruiting efforts to fill high-volume, teacher and non-teaching positions throughout Kansas City, Kansas Public Schools K-12. Drive strategic recruiting activities to attract talent pipeline and ensure positions are filled quickly with high quality, diverse applicants. Develop a strong partnership with assigned KCKPS schools and departments, as well as operational leaders, to exceed annual expectations in attracting a diverse workforce for KCKPS.

ESSENTIAL FUNCTIONS:

  • Develop and implement strategic initiatives to recruit diverse applicants in a multi-site organization for teachers and non-teaching positions within K-12 schools and departments as assigned.
  • Manage the full cycle recruiting process to meet the various staffing goals across all levels within multiple schools and departments. Create and implement employment-marketing strategies to attract active and passive job candidates.
  • Serve as a resource to hiring managers on external market conditions, and all aspects of the recruitment process including compliance, sourcing, recruitment, marketing, interview & selection, and offer negotiation.
  • Establish business relationships with department leaders and hiring managers as assigned to this position and develop an in-depth knowledge of their recruitment needs.
  • Provide updated school information to diverse organizations or at various external entities to source candidates for all vacancies. Conduct guest speaker roles to businesses, community organizations, government, board of directors, and media outlets.
  • Conduct and lead search "kick off" meetings with hiring managers to discuss job descriptions, search plans, industry information and industry contacts to develop the recruitment strategies.
  • Travel required to represent KCKPS at approved recruitment or sourcing events.
  • Provide and/or explain job offers to candidates, including salary packages, incentives, and benefits.
  • Develop and implement a successful applicant search strategy that balances the use of external recruiting opportunities and maximizes the use of networking, employee referrals, social media engagement, universities/college resources, and business and community partnerships.
  • Interview candidates during various hiring stages and serve on hiring committees as requested.
  • Review and format job descriptions as requested.
  • Provide continuous feedback to hiring managers and manage the candidate experience.
  • Maintain accuracy of the applicant tracking system (ATS) to track and report key metrics designed to measure and predict staffing activity, as well as the success of various recruitment campaigns to determine the most effective methods for sourcing and recruiting applicants.
  • Use recruitment automation to filter and assess candidate skills, e.g. ATS, CRM, and AI.
  • Perform other duties as assigned.
QUALIFICATIONS:

Minimum:
  • Bachelor\'s Degree in any related area.
  • Three years of experience in recruitment of multiple positions, including hard-to-fill jobs in various industries such as education, operations, medical, government, or technical.
  • Solid understanding of full cycle recruiting.
  • Experience using various interview formats (e.g. phone, structured, behavioral, group, virtual).
  • Ability to organize, administer, or analyze skills assessment tests or surveys.
  • Familiarity with Applicant Tracking Systems and resume databases.
  • Assimilate and apply labor, employment, and other laws that support the recruitment and hiring processes.
  • Excellent verbal and written communication skills.
  • Experience wiht various formats utilizing social media, websites, mass media such as TV, Radio, to assist in the development of branding and marketing for vacancies.
Preferred:
  • Current or previous licensed teacher experience.
  • Two years\' recruitment experience in K-12 or post-secondary educational organizations.
  • Bilingual, preferred.
COMMUNICATION / ORGANIZATION: Maintains communication with internal and external stakeholders such as Educational Agencies, Federal/State/Local agencies, school personnel, businesses, and community to enhance cooperative action which will meet the educational needs of students. Compiles data for statistical purposes. Maintains confidentiality regarding district records. Ability to speak clearly and concisely in written or oral communication. Includes giving instructions, assignments, or directions to assistants as needed to carry out duties.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics of data, people, or things.

LANGUAGE SKILLS: Functions of the job include pertinent laws, codes, policies, and/or regulations; personnel processes; program planning and development. Ability is required to schedule several activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines.

SALARY: $59,105.59 - $70,636.65
