Helpful Hearts Health Services Inc. is a growing DDA agency committed to empowering adults with developmental disabilities to live meaningful, fulfilling lives. As we expand across Maryland, we are seeking a highly organized, people-focused, and compliance-driven Human Resources Manager to support our team and strengthen the foundation of our workforce.

Position Summary
The Human Resources Manager oversees all HR functions, including recruitment, onboarding, employee relations, compliance, training coordination, and policy implementation. This role supports leadership, supervisors, and staff to ensure smooth operations and a positive, professional workplace culture.
Occasional evenings or weekends may be required based on hiring events, urgent staffing needs, or organizational priorities.
Key Responsibilities
Recruitment & Staffing
  • Lead full-cycle recruitment for DSPs, Program Coordinators, Residential Supervisors, Nurses, and administrative roles.
  • Develop job descriptions, post openings, and coordinate interviews with hiring managers.
  • Assist in ensuring adequate staffing levels across all programs.
  • Build and maintain a pipeline of qualified candidates.
Onboarding & Orientation
  • Oversee new hire onboarding and ensure timely completion of all required documents (I-9, background checks, reference checks, CPR/First Aid, etc.).
  • Facilitate new hire orientation and ensure staff understand agency expectations and DDA/COMAR requirements.
  • Work with Program Directors and Supervisors to ensure a smooth transition for new hires.
Employee Relations
  • Provide guidance to staff and supervisors on HR-related concerns.
  • Support conflict resolution, investigate complaints, and address performance issues professionally.
  • Assist leadership with corrective actions, performance improvement plans, and documentation.
Compliance & Policies
  • Ensure compliance with COMAR, DDA, federal, and state employment requirements.
  • Maintain accurate and confidential personnel files.
  • Update and reinforce HR policies, procedures, and the Employee Handbook.
  • Track required trainings, certifications, and licensure.
Training & Development
  • Coordinate mandatory staff trainings (Mandt, CPR/First Aid, Emergency Preparedness, etc.).
  • Assist with creating and maintaining staff development initiatives.
  • Ensure staff meet training deadlines and remain compliant.
HR Administration
  • Manage time-off requests, attendance tracking, and HR documentation.
  • Support payroll processes by coordinating with the finance team as needed.
  • Assist with HR reporting, audits, and internal reviews.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or related field (Master's preferred).
  • Minimum 2-3 years HR experience, preferably in healthcare, human services, or DDA settings.
  • Strong understanding of HR laws, compliance, and best practices.
  • Experience with recruitment, onboarding, and employee relations.
  • Excellent communication, organizational, and interpersonal skills.
  • Ability to handle sensitive information with discretion.
  • Proficiency with HR systems or willingness to learn (e.g., Connecteam, iCM, HRIS platforms).
  • Valid driver's license and ability to travel to program sites.
