GENERAL DESCRIPTION OF POSITION
Responsible for management of all human resources related functions and services as directed by the
County Judge and Deputy County Judge.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Policy development and documentation.
2. Compliance with all local, state, and federal agencies, law and regulations, including but not
limited to: ERISA, COBRA, HIPAA, FMLA, FLSA, EEO, ADA, OSHA and USERRA.
3. Employee orientation including Elected Offices, development and training.
4. Preparation of health, life, dental and vision bids.
5. Handles open enrollment for all County employees including Elected Offices.
6. Recordkeeping, reporting and retention in accordance with KDLA Local Government Records
Retention schedule.
7. Handles the Employee Drug Free Policy.
8. Reviews performance evaluations.
9. Sit in on County Judge's performance evaluations for staff.
10. Perform job recruiting functions such as advertising, screening, and interviewing job
applicants.
11. Employee relations.
12. Employee communication.
13. Compensation and benefits administration.
14. Employee safety, welfare, health and wellness.
15. Processes & maintains insurance claims for Worker's Compensation.
16. Maintains personnel record on county employees.
17. Charitable giving.
18. Employee services and counseling.
19. Employee exit processes.
20. Back-up to Payroll Administrator.
21. Supervisor & Scheduling of Receptionist.
22. Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty
mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill,

EDUCATION AND EXPERIENCE
Broad knowledge of such fields as accounting, marketing, business administration, finance, etc.
Equivalent to a four year college degree, plus 9 to 10 years related experience and/or training,
and 3 years related management experience, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to write reports, business correspondence, and policy/procedure manuals; ability to
effectively present information and respond to questions from groups of managers, clients,
customers, and the general public. ability to read, analyze, and understand common scientific and
technical journals, financial reports, and legal documents; ability to respond to complex or
difficult inquiries or complaints from customers, regulatory agencies, or members of the business
community. ability to write speeches and articles for publication that conform to prescribed style
and format; ability to effectively present information to top management, public groups, and/or
boards of directors.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,
percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios,
and proportions to practical situations.
CRITICAL THINKING SKILLS
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.

RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

action would result in very important monetary losses to the organization. The total value for the

Minimum Qualifications:
Bachelor's degree and ten years experience in a human resources field preferred
PHR/SPHR certification requirement preferred

Must have demonstrated proficiency with applicable laws and regulations including Cobra
compliance
Must have experience in writing policies and procedures
Strong organizational skills in the areas of operations for the full scope of human resources
activities
Computer skills with proficiency in document/file management, word-processing, database
management, email and internet.
