HUD PROJECT MANAGER

MUST HAVE 5+ years of experience working with HUD properties. In-depth knowledge of HUD regulations, policies, and procedures. Please do not apply if you have not possessed a PIV/ C-Number.



Job Overview

Project Managers at 24 Asset play a crucial role in overseeing and managing various projects related to housing and urban development (HUD) properties. The specifics of the role may vary depending on the nature of the projects undertaken by HUD at any given time.

Status:

Full - Time, exempt

Key Responsibilities:



1. Contract Administration:



Oversee all contracts related to HUD projects from start to finish. Ensure contracts comply with HUD regulations and guidelines. Work closely with COR (Contracting Officer Representative) and internal teams to mitigate risks and align performance with contract requirements.

2. HUD Compliance:



Stay updated on the latest HUD regulations and policies. Conduct audits to confirm adherence to contract obligations.

3. Client Management:



Serve as the point of contact between 24 AMC and HUD. Resolve any issues or disputes related to contracts or project deliverables, to include but not limited to Passthrough, WONs, Scorecard, and performance.

4. Performance Monitoring:



Monitor contract performance using HUD's evaluation systems, via P260. Regularly assess whether project goals and milestones are being met internally with your reps. Collect feedback to inform decisions and improve project outcomes to upper management.

5. Reporting and Documentation:



Prepare reports on contract performance, compliance, and internal reps productivity. Maintain thorough and organized documentation for contracts, amendments, and communication.

6. Negotiation and Renegotiation:



Negotiate estimates with reps and vendors to ensure favorable outcomes for the organization.

7. Managing Employees:



Coach, train, and manage staff within the Contract Area. Address performance issues, provide solutions, and offer additional training as needed. Oversee attendance, including managing Saturday work schedules. OT approvals to be sent to Upper Management.

Day-to-Day Tasks and Responsibilities:



Email Management:

Address emails from HUD within 24 hours, ensuring timely responses to any after-hours communications. Review and address emails received after hours to ensure no issues are left unresolved.

Monitoring Reports and Performance:

Review "morning reports" for updates on new acquisitions and ensure recurring reps are on task. Monitor the HUD scorecard daily to track progress and performance metrics. Address "problem property" issues, reporting concerns to HUD as needed. Ensure that "HOM" properties are updated every Friday in P260.

Approval and Feedback:

Approve or provide feedback on bid requests from New Acquisitions or Recurring Reps. Approve or deny trip fees as necessary.

Property Monitoring:

Keep an eye on running evictions and ensure they are documented and managed accordingly. Complete scorecard exclusions as required.

Property and Data Management:

Request the removal of "occupied" properties from the COR's list when needed. Handle data fix requests in P260 and ensure that property records are accurate.

HUD Communication:

Regularly communicate with HUD for updates, approvals, and resolutions. Manage requests for pass-through item approvals from the COR.
This role is designed for someone with strong organizational and communication skills, the ability to manage multiple aspects of contract performance, and a keen understanding of HUD regulations and housing policies. The individual in this role will be expected to stay proactive in overseeing contract compliance, managing property data, and maintaining consistent communication with both internal teams and HUD.

24 Asset's Project Manager role requires a diverse background in education, experience, and skills to effectively lead and execute projects. This is a vital role in contributing to the development and improvement of housing and urban development initiatives, aiming to create sustainable and vibrant communities.

Bachelor's degree in Business, Real Estate, or a related field, or 5+ years of equivalent experience as a project manager (or equivalent position) in a technical, real estate, or banking-related organization. 5+ years of experience working with HUD properties. In-depth knowledge of HUD regulations, policies, and procedures. Exceptional interpersonal skills for team motivation, conflict resolution, and collaboration. Executive Presentation Skills and Experience External Client Facing Experience. Exceptional attention to detail and organizational abilities. A sense of urgency and adherence to deadlines. Proficient with MS Word, Excel, and Outlook. PIV/C-Number required Project Management Professional (PMP) designation preferred
