Description
Incumbent serves as Human Resources Coordinator for the Vigo County Human Resources Office, responsible for supporting the Human Resources processes for Vigo County employees.
This position reports to the Human Resources Director
Examples of Duties

• Assists with recruitment, including, on-line applicant system and job postings, social media and Facebook recruitment, responding to applicants questions, scheduling onsite interviews, conducting reference checks and employment verifications, initiating drug and background screenings, and preparing correspondence of Conditional Offer of Employment and Rejection letters.

• Assists with new hire orientation, and enrollment, including processing new hires for payroll, new hire reporting and insurance coverage, processing paperwork and loading employee information into databases.

• Provides assistance to elected officials, department heads and employees by providing information and/or explanation of personnel policies, procedures, and regulations, including but not limited to the Fair Labor Standards Act (FLSA), Equal Employment Opportunity Commission (EEOC) regulations, the Americans with Disability Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA), the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Family and Medical Leave Act (FMLA).

• Maintains/updates applicant and employee document files and ensures confidentiality of personnel records according to federal and state requirements and County policies.

• Assists Director with open enrollment benefit period as assigned. Assists with initial paperwork for workers' compensation and FMLA.

• Updates and maintains County job descriptions, and assists with County Council Maintenance Plan of job descriptions.

• Performs related duties as assigned.

Typical Qualifications

• Associate's degree in Human Resources, Business, or related field. Baccalaureate degree preferred.

• Ability to meet all employer and department hiring requirements, including passage of a drug test.

• Working knowledge of standard policies, practices, and legal requirements of the department and ability to apply appropriate procedures accordingly.

• Working knowledge of employment principles, practices, and employee relations with demonstrated knowledge of applicable local, state, and federal laws and regulations.

• Knowledge of basic accounting/bookkeeping procedures, with ability to perform arithmetic operations.

• Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and detailed reports as required.

• Knowledge of basic filing systems and ability to create and maintain accurate and complete department files and records.

• Ability to properly operate standard office equipment and software programs used by the department, such as computer/computer programs, calculator, fax machine, copier, and telephone.

• Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

• Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

• Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form, and.

• Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

• Ability to compile, collate, classify data, and coordinate and make determinations based on data analyses.

• Ability to work alone with minimum supervision and with others in a team environment.

• Ability to work on several tasks at the same time and work rapidly for long periods, often under time pressure.

• Ability to apply knowledge of people and/or locations, and plan and layout assigned work projects.

• Ability to occasionally travel out of town for training/seminars, sometimes overnight. Possession of a valid driver's license and a demonstrated safe driving record.

Supplemental Information
Incumbent exercises independent judgment and discretion in selecting proper methods and procedures to apply to a variety of interrelated and standard operations and tasks. Choices are made within the prescribed policies and procedures of the department. Work product is not immediately reviewed by supervisor or immediately subject to standard procedural safeguards. Errors may lead to substantial loss of time within the department and/or inconvenience to member of the general public.
Incumbent maintains frequent contact with co-workers, other County departments, and the public for purpose of receiving and giving information, rendering services, and providing cooperative problem solving.
Incumbent reports directly to Human Resources Director.
Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing less than 25 pounds, bending, reaching, keyboarding, speaking clearly, and hearing sounds/communication. Incumbent occasionally travels out of town for training/seminars, sometimes overnight.
