Core Responsibilities:
This position directs and oversees the day-to-day licensing, survey, and complaint investigation activities of the Home and Community Support Service (HCSS) program. Responsibilities include working with key stakeholders at the State and national level to ensure program requirements are congruent with other state and national standards for quality and safety. This position helps to develop and implement policies and initiatives in support of agency goals and objectives. This position may supervise a combination of professional, technical, and clerical staff.
This position also:
Monitors the HCSS complaint process to ensure appropriate triaging and assignment of complaints.
Evaluates and counsels staff regarding work performance and identifies training needs for assigned staff.
Ensures consistency regarding regulatory interpretation and survey process among team members.
Participates in the development and ongoing review of the annual budget for the program.
Develops performance improvement initiatives and standard operating procedures and engages in strategic planning for the HCSS program.
Participates in rule revision and development for the HCSS program.
Coordinates with DHHS offices regarding HCSS programs and requirements.
Minimum Qualifications:
Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelors Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.

o Experience using databases and Windows products
