GENERAL DESCRIPTION:

The Wyoming Department of Health is hiring a Communications Specialist - Home and Community-Based Services (HCBS) - to help share important information about the programs that support older adults and people with disabilities across the state. In this role, you'll write and design messages, manage website updates, and create training materials that help families, providers, and community partners understand how to access services and supports.
This position is ideal for someone who enjoys writing, organizing information, and building connections. You'll use your skills to help improve how Wyoming 1915(c) waiver participants access and experience essential health and community programs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
  • Create clear and engaging communications. Write and edit newsletters, email updates, website content, and public materials that explain available health and community support programs in plain, easy-to-understand language.
  • Manage program websites. Keep online content accurate, organized, and user-friendly so citizens, families, and providers can easily find the information they need.
  • Develop and deliver training materials. Design and present online or in-person training sessions, presentations, and visual guides for staff, providers, and community partners.
  • Support public outreach and engagement. Help plan and coordinate community meetings, webinars, and stakeholder events to share program updates and gather feedback.
  • Collaborate across teams. Work closely with policy, operations, and technology teams to ensure messages are consistent, accurate, and delivered effectively.
  • Translate technical language into plain English. Turn complex policy and procedure information into clear, accessible materials for the public.
  • Assist with process improvement. Gather feedback, identify communication gaps, and recommend ways to improve how information is shared across programs.
  • Ensure compliance and accuracy. Maintain documents, forms, and public notices in line with state and federal communication requirements.
  • Contribute to creative projects. Help design infographics, slide decks, and visual materials that make program information more engaging.
  • Support leadership communication efforts. Draft talking points, internal updates, or reports for management as needed.
Qualifications
PREFERENCES:
Preference may be given to candidates with a bachelor's degree in communications, marketing, public relations, or public administration. Consideration will be given to alternative degrees with documented experience of the listed job functions.
KNOWLEDGE:
  • Knowledge of the legislative, executive, and judicial branches of state and federal government.
  • Knowledge of federal, state, and local laws on Medicaid programs.
  • Knowledge of the Comprehensive and Supports Waiver (DD Waivers) and Community Choices Waiver (CCW) programs.
  • Ability to manage multiple tasks and priorities, meeting deadlines and shifting focus appropriately as new tasks arise.
  • Knowledge of effective program administration and functions.
  • Experience in public speaking and presenting materials and concepts to diverse groups of people.
  • Ability to find, compile, and use data from a wide array of sources.
  • Ability to manage and organize complex recordkeeping structure.
  • Advanced verbal and written communication skills.
  • Ability to learn and use different IT systems, including but not limited to WordPress, Adobe, Google Suite, and GovDelivery.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist

  • The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
