Description

Performs skilled engineering and technical work for upgrading county highways and bridges by applying engineering and technical knowledge. Develops responsible work planning, performs all preliminary and construction surveying, annually inspects in-service bridges, performs right of way acquisition, prepares construction plans with contract documents, inspects and documents construction activities and materials, and enforces contract provisions for county road and bridge projects.

Essential Duties

Essential Duties and Responsibilities include the following. Other responsibilities and duties may be assigned.

  • Inspect highway and bridge construction projects. Plan, organize and supervise the work of others.
  • Performs laboratory testing on samples of materials to ensure compliance with Specifications.
  • Resolves and/or refers issues with contractors, landowners, utility companies, traveling public and public agencies.
  • Conducts preliminary construction tasks such as alignment, topography, bench loops, cross sections and bridge surveys.
  • Operates transit, level, total station, GPS, and/or any other survey equipment for preliminary survey and construction purposes.
  • Conducts construction staking by setting hubs and grade stakes
  • Provides field measurements of elevations and/or alignments for the Contractor and verifies accuracy of project installations.
  • Compile, check and analyze survey and field data.
  • Prepare drawings from field notes and records.
  • Proficient in use of surveying instruments and measurement devices; construction testing equipment; personal computer, including word processing, spreadsheet, internet browsers, data base and computer aided design software; standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; mobile radio.
  • Performs drafting consistent with project requirements including plotting of profiles, topography, cross sections, alignment, typical sections and tabulation of quantities, both manually and using design software to prepare plans for road and bridge projects within established specifications.
  • Perform moderately complex computations and maintain moderately complex records.
  • Act as project manager on assigned projects. Interpret plans and specifications for the contractor and clarify discrepancies or deviations from construction procedures. Perform inspection duties including, but not limited to, in-plant bituminous and concrete inspections and field inspections of grading, aggregate base, bituminous, concrete, and bridge construction. Receive, review, prepare, and maintain records and reports such as, but not limited to, production reports, billing invoices, lab reports, hydraulic reports, daily construction diary, weekly construction reports, item record accounts, and daily plant reports.
  • Assists in the inspection of in-service bridges on the County and Township Road System. Prepare bridge safety reports to be submitted to bridge inspection team leader. Perform bridge inspection work as a certified Assistant Bridge Inspector.

Internal interactions: various County offices including Administration, Environmental Services, IT, Recorder and Sheriff

External interactions: Contractors, MnDOT personnel, landowners, Engineering personnel, other government agencies/offices, contractors, public, Local, State, and Federal Agencies

Minimum Qualifications

Minimum Education and Experience:
Two-year technical college degree in the field of Civil Engineering Technology or related field of study and two years of related experience; or an equivalent combination of education & training to equal a minimum of 5 years of progressive qualified work experience in a similar field.

Valid Minnesota Class D driver\'s license.
Certification, Licenses, Registration Required:
Must have MnDOT Technical Certifications in Aggregate Production, Grading & Base, Bituminous Street & Plant and Concrete Field & Plant.

Must be able to obtain MnDOT Bridge Construction certification within 24-months of employment or as required by the County Highway Engineer

Must have Erosion and Stormwater Management Program Certification in the University of Minnesota courses for Construction Installer, Construction Site Management, and Design of Construction Stormwater Pollution Prevention Plans or the ability to obtain within 12-months.

Must have completed the Safety Inspection of In-Service Bridges course as required to work as an Assistant Bridge Inspector or the ability to obtain within 12-months.
