Department Description





Under the direction of the Senior Hearing Administrator, the Hearing Administrator will assist with the day-to-day administration and operations of the Office of Appeals. The incumbent will serve as the hearing officer/Superintendent's designee, working closely with the Board Attorney, for student expulsions, employee termination appeals and various other appeals. This is essential work that requires sound and independent judgment because of the legal ramifications for the school system. Work is reviewed on the basis of results obtained and through frequent conferences with the General Counsel, the Superintendent of Schools and Members of the Board of Education.

Detailed Description





Assists with the day-to-day administration of the Office of Appeals; advises the General Counsel and Superintendent relative to appeals;


Serves as the hearing officer/Superintendent's designee for expulsion hearings; assists in developing the schedule and making assignments for hearing expulsion hearings; Represents the Superintendent at expulsion appeals before the School Board; Renders final decisions regarding all tuition waiver appeals; Renders final decisions regarding long-term suspension appeals and represents the Superintendent at long-term suspension appeals; Renders final decisions regarding athletic (2.0) waiver appeals and represents the Superintendent at athletic (2.0) waiver appeals before the Board of Education; Serves as the hearing officer/Superintendent's designee for certain employee discipline appeals; Acts upon applications for the Rescission of Expulsions; represents the Superintendent before the Board of Education for appeals of the denial of Rescissions; Manages and directs compilation and maintenance of relevant statistics regarding appeals; Answers questions from administrators and other system employees concerning the Code of Student Conduct as it relates to expulsions, student rights and other appeals matters; Consults and works with the Board Attorney relative to expulsions and related matters; Works collaboratively with school system offices, especially the following: Pupil Accounting and School Boundaries, Athletics, Alternative Programs, Special Education, Drug Education and Court Liaison; Responds to telephone inquiries and correspondence related to the functions of the office from school system employees as well as the community; Develops and delivers in-service programs related to office functions for system personnel; Participates in job related local, state and national conferences as well as leadership workshops; Serves on various school system committees/task force; Keeps abreast of current local, state, and national educational development in the areas of school effectiveness and reform; and
Performs other duties as assigned.




Job Requirements





The requirements listed below are representative of the knowledge, skill, and/or ability required.


Considerable knowledge of public school administration and instructional programs; Demonstrated skill in educational leadership, including the ability to analyze issues and solve problems under pressure, excellent oral and written communication skills, human relation and time management skills; Demonstrated success in working with students and employees in the implementation of school board policy and procedures; Effective public presentations; skill in effective outreach efforts involving, private/public sector collaboration; and Ability to interact effectively with all school officials, legal representatives, employees, and others; and Ability to use computer technology in an administrative and educational setting.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:


Doctorate of Jurisprudence from an accredited law school preferred; a minimum of a Master's degree from an accredited college or university with emphasis on school administration and supervision required. A minimum of five (5) years of successful experience in the field of student services and/or legal experience in the field of public education required.

Oversees and provides guidance to office personnel.
