This is a non-permanent, full-time Healthcare Shortage Designation Coordinator - Health Service Consultant 2 (HSC 2) position and is expected to last up to twelve (12) months from the date of hire.
The Opportunity:
Join the Center for Access to Whole Person Care within the Health Workforce & Primary Care team, where you'll play a vital role in addressing healthcare workforce shortages across Washington State. This position supports workforce analysis, coordination, and planning by collecting, validating, and analyzing data to inform federal shortage designations, including Health Professional Shortage Areas (HPSA), Medically Underserved Areas and Populations (MUA/P), and Maternity Care Target Areas (MCTA). You'll also assist with National Health Service Corps (NHSC) site applications and contribute to broader statewide workforce development efforts that improve access to care.
KEY RESPONSIBILITIES:

  • Coordinate Medicaid Provider Validation Process and Shortage Designation Efforts
  • Prepare for Medicaid Provider Survey distribution by validating HPSA-eligible provider types and creating mailing lists.
  • Track survey responses via mail and follow up as needed to ensure required response rates.
  • Maintain working knowledge of federal shortage designation processes and database systems.
  • Support National Health Service Corps (NHSC) Program Management
  • Review new NHSC site applications and existing site recertifications.
  • Maintain knowledge of NHSC program requirements and application procedures.
  • Provide technical assistance to providers and partners via email, phone, or virtual office hours.
  • Data Management, Analysis, and Reporting
  • Assist with managing the Statewide Rational Service Area (SRSA) plan, including mapping and data entry in federal systems.
  • Prepare, analyze, and upload provider survey data into federal databases to support accurate shortage area designations.

Location and Flexibility
Join our on-site team to collaborate directly with colleagues and be part of our dynamic workplace environment. This position requires working onsite and in-person at our Tumwater, WA approximately 2-4 times a month.
REQUIRED QUALIFICATIONS

Option 1: Bachelor's degree in public health, public administration, social sciences, health sciences or related field; AND Two (2) years of experience in the collection, management, and analysis of data in a public health setting.
Option 2: Four (4) or more years of experience in the collection, management, and analysis of data in a public health setting.
Additional Required Knowledge, Skills, Abilities, and Experience:
  • Program support experience that includes coordinating and implementing program activities and reporting progress to program managers, summarizing complex information for deliverables.
  • Experience will include practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence.
  • Experience using data systems, which includes tasks such as entering data, mapping data, and validation.
Preferred/Desired Knowledge, Skills, Abilities, and Experience:
  • 2 years of experience in healthcare workforce planning, healthcare program support, or public health analytics.
  • Experience with federal and state healthcare workforce programs, including those related to shortage designations and National Health Service Corps (NHSC) programs.
  • Understanding of healthcare access and delivery systems, particularly in rural or underserved areas.
  • Use of healthcare provider data systems or geospatial mapping tools (e.g., HRSA's shortage designation database, GIS), providing data analysis and using reporting tools (e.g., Excel, Access, Power BI, or similar).

Conditions of Employment:
This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
