The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, detail-oriented, and enthusiastic individual to join our team as a Health Professions Investigator within the licensing division.

Who We Are
DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and welfare of Iowans through facility inspections, professional licensing and regulation. This Health Professions Investigator position will be primarily responsible for investigations and complaints filed regarding the 19 health profession Boards of Public Licensure (60%), and Complete audits to affirm brokers have an adequate bookkeeping system to account for all trust funds entrusted to them (40%).

To accomplish our mission, the individual selected for this position will provide regulatory oversight to healthcare providers ranging from Chiropractors to Barbers, and Real Estate agent\'s Trust Accounts, in a professional, courteous and objective manner. This job location for this position is based at DIAL\'s Central Office, located at 6200 Park Ave., Des Moines, Iowa.

The successful candidate for this position will have strong communication skills, clear and concise writing skills, and the ability to work independently. This position is well suited for a self-starter who is able to successfully manage multiple ongoing investigations.

  • Ability to conduct organized and thorough interviews of patients, licensees, and other interested parties
  • Ability to prepare comprehensive written investigative reports
  • Ability to gain a strong working knowledge of all statutes, administrative rules, and professional standards
  • Experience gathering and or presenting facts and evidence
  • Ability to work with other state regulatory boards and agencies, prosecuting attorneys, and law enforcement
  • Experience conducting multiple investigations simultaneously while meeting case submission requirements
  • Experience as a book keeper for an institution, organization, business, or other entity that required attention to financial detail in record keeping.
  • Flexibility pertaining to work environment; which may include traveling statewide to inspect businesses or interview licensees, working from a home environment and working or reporting to the DIAL facility as necessary.
What You\'ll Do
  • Conduct thorough interviews of patients, licensees and other interested parties utilizing fair and unbiased methods
  • Collects and preserves investigative material and evidence, including medical records
  • Prepares comprehensive written investigative reports for review by the licensing Board
  • Prepares investigative material for administrative hearings, trials, and other legal proceedings
  • Inspects businesses that have received complaints for compliance with state regulations
  • Audit Real Estate Trust funds to determine compliance.
  • Collaborates and cooperates with the prosecuting attorney, provides testimony in hearings and other legal proceedings
  • Collaborates with other licensing agencies and law enforcement entities as necessary
  • Attends Board meetings and committee meetings to provide Board members with additional information as requested.
  • Provides assistance with special projects, and any other duties as assigned
  • Ensures sensitive and confidential information is handled in a secure manner.

Minimum Qualification Requirements

Graduation from an accredited college or university with major coursework in criminal justice, law, law enforcement, pharmacy, medicine, insurance investigations, nursing, or other health-related field;

OR an equivalent combination of education and professional experience substituting one year of full-time experience or equivalent for thirty semester hours of college or university coursework to total four years, in criminal justice, law, law enforcement, pharmacy, medicine, insurance investigations or investigative work including fact-finding analyses and detailed technical reporting, nursing or other health-related field.

Employees are expected to live in and travel a specified area or territory in the State of Iowa. Some positions travel statewide. A thorough background investigation will be conducted.
