Under limited supervision of the Operations Director, the Health Department Manager provides leadership, management, indirect supervision, and direction to the professional and paraprofessional staff in a local health department(s). Works closely with the program managers to implement and monitor projects and program compliance. Works closely with the discipline directors and program managers to implement services in the county and community. Has full access to the medical record and abides by all Health Insurance Portability And Accountability (HIPAA) polices, laws and regulations. Collaborates with community partners to ensure community health needs are being addressed. Provides direct clinical services as applicable.

Leadership and Operations Management:Provides direct and indirect leadership and supervision to health department staff, including clinical, administrative and support teams. Oversee day-to-day operations to ensure effective, timely, and customer-focused public health service delivery. Conduct regular staff meetings, performance reviews, and coaching sessions to support growth and accountability Ensure compliance with DPH policies, procedures, and state/federal public health standards.


Program and Performance Oversight:Monitor clinic performance, program outcomes, and service utilization; implement quality improvement measures as needed. Evaluate population health trends and adjust service strategies to meet emerging community needs. Oversee audits, chart reviews, data analysis, and corrective action plans. Collaborate with regional leadership on program planning, resource management, and meeting operational benchmarks


Emergency Preparedness and Response:Serves as an essential employee during emergencies, outbreaks, and disaster response incidents. Participate in drills, training, and coordination of emergency response activities. Ensure staff readiness, role clarity, and documentation for all emergency operations.


Performance Improvement and Customer Service:Ensure reimbursements and billing accuracy; work to minimize denials and maximize revenue. Support staffing decisions, recruitment processes, and workforce development in collaboration with regional management. Maintain clear communication up and down the chain of command, including reporting site challenges, achievements, and needs. Responsible for ensuring an excellent patient experience and that patient complaints and grievances are addressed and resolved in a timely and responsive manner.

Minimum and Additional Requirements

State Minimum Requirements:

Graduation from an accredited school of nursing.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements:

Licensure as a registered nurse by the State Board of Nursing for South Carolina. Graduation from an accredited school of nursing.
Considerable knowledge of management, supervision, and clinical operations. Ability to work with internal and external partners. Implements and adheres to agency/program policies and procedures. Maintains strict confidentiality. Must possess tact and ability to communicate appropriately, both orally and in writing with co-workers and general public. Able to follow and give written and oral instructions. Ability to collect and assemble information in a clear and concise manner. Must be flexible, dependable, and willing to be cross trained as needed. Ability to independently perform a variety of advanced duties while utilizing time management. Provide or obtain proof of BLS and First Aid certification within thirty (30) days of hire. Must possess a current driver's license. Position will require use of personal vehicle or state vehicle. Will have to travel to other sites. Must be able to lift 30 pounds and able to sit or stand for long periods of time. Some bending, reaching, stooping and pulling. May be required to work late (after 5pm) or early hour (before 8:30am) and/or Saturday clinics. All employees in accordance with the State's Disaster Plan, which includes hazardous weather, employees may be required to work in times of an emergency or disaster.

One (1) year of nursing experiencing and two (2) years nurse management experience.
