Regular, Full-Time, RCUH Non-Civil Service position with the University of Hawai'i Maui College (UHMC), Hawai'i Child Welfare Continuous Quality Improvement (HCWCQI) Project, located in Honolulu, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:

$6,000 - $7,500/Mon.

DUTIES:

Responsible for implementing and maintaining a continuous quality improvement system that assesses and measures the quality of child welfare services and systemic factors described in the Child and Family Service Review (CFSR), by determining the impact those services have on child- and family-level outcomes and functioning, and the effectiveness of processes and systems in operation in the State and/or required by Federal law. Works as a part of the CFSR, a Federal-State collaborative effort designed to help ensure that quality services are provided to children and families through State child welfare systems. The reviews of State child welfare programs and practice identify strengths and challenges in State programs and systems, focusing on outcomes for children and families in the areas of safety, permanency, and well-being. Serves as a Site Leader, Quality Assurance Lead, and/or Reviewer for CFSR/Continuous Quality Improvement (CQI) case reviews that provide the State a consistent mechanism for gathering and organizing data. Compiles and analyzes data collected from CFSR/CQI case reviews and writes and reviews reports of case review findings. Plans for and provides training to Department of Human Services (DHS) and community stakeholders on CFSR/CQI case reviews and best practice standards. Develops and maintains training curriculum as needed to support project goals. Delivers findings from CFSR/CQI case reviews to DHS Child Welfare Services (CWS) sections through results conferences and other venues.

PRIMARY QUALIFICATIONS:



EDUCATION



Master's Degree from an accredited college or university in Social Work, Psychology, Public Administration or related field. (Bachelor's Degree from an accredited four (4) year college or university in Social Work or a related field and at least three (3) additional years of progressively responsible work experience in the provision of human services may substitute for a Master's Degree.).

EXPERIENCE



Three to five (3-5) years of overall professional work experience directly or indirectly helping individuals and their families find satisfactory ways of identifying their problems, coping with their conditions, and functioning within their environments; development and monitoring of service plans; evaluation/assessment of clients' progress; and modifying service plans to improve client outcomes. Experience to include at least three (3) years of professional work experience in the field of child welfare services or related field and at least three (3) years of professional work experience in quality assurance, report writing or analytics for social services at the program development level (overlapping experience is acceptable). Experience in developing training curriculum and providing training in a social service or related setting.

KNOWLEDGE



Working knowledge of: safety; permanency and well-being outcomes related to children in foster care; acronyms common in the field of child welfare; human services methods, practices, and techniques; the services and special needs of the abused or neglected child population; community and governmental organizations related to foster care; plans, policies, and objectives relating to children and their families; pertinent laws, rules, and regulations related to Hawai'i's foster care population; and community resources available to CWS clients. Requires working knowledge of: Adoption and Safe Families Act of 1997, Child Abuse Protection and Treatment Act, Code of Federal Regulations (as relevant), Child and Family Services Review, Hawai'i Revised Statutes (as applicable), and Hawai'i Administrative Rules and DHS Policies.

Ability to travel throughout Hawai'i frequently. Ability to effectively manage multiple tasks and priorities. Ability to apply independent judgment, discretion, and initiative to address problems and develop solutions. Ability to work individually and with a team. Ability to carry out assignments without detailed instructions. Ability to communicate difficult/sensitive information tactfully. Ability to use Word, Excel and Power Point. Must have ability to multitask and complete computer data entry. Ability to communicate effectively orally and in writing including reports. Excellent interpersonal skills, such as diplomacy, accurate listening/speaking skills, and the ability to work well with a wide variety of contacts. Ability to train groups of individuals. Ability to read, understand and apply statistical data and research results and other information to develop new or revised program policy and procedure recommendations for DHS; evaluate CWS program activities, policies and procedures. Collects, analyzes, evaluates and interprets information; prepares reports and correspondence; and makes reasoned conclusions and decisions. Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawai'i Maui College/HCWCQI HIPAA/PHI privacy and security policy and the State of Hawaii Department of Human Services HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai'i Maui College/HCWCQI HIPAA/PHI privacy and security training and the State of Hawaii Department of Human Services HIPAA/PHI privacy and security training immediately after hire or not later than employee's initial exposure to HIPAA/PHI. Must maintain a current status on the University's and/or the business entity's training requirements

SECONDARY QUALIFICATIONS:



Knowledge of DHS/CWS policies and procedures and the broader child welfare system. Experience with the federal Child and Family Services Reviews (CFSR) for child welfare services.
