Regular, Full-Time, RCUH Non-Civil Service position with the University of Hawai'i Maui College (UHMC), Hawai'i Child Welfare Continuous Quality Improvement (HCWCQI) Project, located on the Island of Oahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:

$7,000 - $13,000/Mon.

DUTIES:

Responsible for overall implementation of the Hawai'i Child Welfare Continuous Quality Improvement (HCWCQI) Project. Directs, supervises, and trains staff, including Program Manager, Project Manager, and Project Specialists. Develops and adheres to the project budget. Oversees, leads, and participates in Continuous Quality Improvement (CQI) reviews for Child Welfare Services (CWS). Monitors and evaluates CWS program effectiveness and assists the Department of Human Services (DHS) in developing and maintaining a CQI system that meets federal standards. Ensures project adherence to University of Hawai'i Maui College (UHMC) and Research Corporation of the University of Hawai'i (RCUH) policies. Acts as first line of responsibility for UHMC in contractual activities, including reporting. Maintains an effective working relationship with DHS staff, community stakeholders, the project and the UHMC.

PRIMARY QUALIFICATIONS:



EDUCATION



Master's Degree from an accredited college or university in Social Work or related field. (Bachelor's Degree from an accredited four (4) year college or university in Social Work or related field and three (3) years of supervised, progressively responsible work experience in the provision of human services may substitute for a Master's Degree.).

EXPERIENCE



Five to seven (5-7) years of professional work experience in social work/human services, with at least two (2) years working in child welfare services or with a similar population. Includes at least four (4) years of supervisory experience, including administrative tasks relating to fiscal competence and the development of policy and procedures. At least three (3) years of professional work experience in quality assurance for social services.

KNOWLEDGE



Requires significant knowledge of: social work/human services methods, practices and techniques; services and special needs of the abused or neglected child population; community and governmental organizations; plans, policies and objectives relating to children and their families; pertinent laws, rules and regulations; general research and statistical sources, methodologies and techniques; purposes, principles, practices, methods and techniques of public planning, public relations and program evaluation; community resources available to CWS clients; and relationship of CWS with other human services organizations. Requires thorough knowledge of: Adoption and Safe Families Act of 1997, Child Abuse Protection and Treatment Act, Code of Federal Regulations (as relevant), standards and practices of the Child Welfare League of America, Hawai'i Revised Statutes (as applicable), Hawai'i Administrative Rules and policies. Familiar with guidelines and able to interpret and apply precedents and experience to job duties. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

ABILITIES & SKILLS



Ability to communicate effectively orally and in writing; to read, understand and apply statistical data and research results and other information to develop new or revised program policy and procedure recommendations for DHS. Able to evaluate CWS program activities, policies and procedures. Able to collect, analyze, evaluate, and interpret information; prepare reports and correspondence; use personal computer and software programs like Microsoft Office and Zoom; and make reasoned conclusions and decisions. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver's license (and if use of personal vehicle on the job is required, must also have valid personal driver's insurance equivalent to Hawai'i's No-Fault Driver's Insurance) and maintain throughout the duration of employment. May be required to provide a clean driver's abstract as deemed necessary by the job requirements and/or the project. Must be able to pass a post offer criminal background check. Must complete the CWS New Hire Training within six (6) months from date of hire. Must be able to complete the UH Title IX training within 30 days from date of hire, and re-certify annually. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. Must complete the University of Hawai'i's HIPAA/PHI privacy and security training and the . HIPAA/PHI privacy and security training immediately after hire or not later than employee's initial exposure to HIPAA/PHI. Must maintain a current status on the University's and/or the business entity's training requirements.

POLICY/REGULATORY REQUIREMENT



As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawai'i's HIPAA/PHI privacy and security policy and the . HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).

SECONDARY QUALIFICATIONS:



Knowledge ofDHS/CWS policies and procedures; and DHS contracts for Child Welfare Services. Previous experience with the federal Child and Family Services Reviews for child welfare services.
