Job Description

The Program Manager serves as the Gv&E lead executive. The PM ensures compliant, on-time, high-quality delivery across the BPA and all orders. Acting as Treasury?s primary interface, the PM directs resources and governs scope, schedule, budget, risk, security, accessibility, and data-rights to sustain performance across all task areas. Through disciplined, data-driven governance, the PM enables secure IT services that help Treasury sustain the economy and protect financial security.


[Position Responsibility Summary]


Lead and direct the Gv&E contract; responsible for all deliverables and program objectives. Serve as the primary interface with government leadership, CORs, and task order officers. Oversee financial, technical, and staff management for all Gv&E activities. Mentor, train, and evaluate personnel including subordinate project managers and team leads. Report financial, risk, and operational status to senior corporate and Government executives. Manage scope, schedule, and budget baselines across orders within established, maintained and proven project management frameworks. Implement EVM, milestone reporting, and variance analysis, as required Use integrated tools for tracking (Azure DevOps, JIRA, MS Project, ServiceNow Drive data-driven management and transparent reporting via dashboards and KPIs Maintain requirement traceability from need to deliverable and acceptance Manage the full technology lifecycle and modernization initiatives Ensure cybersecurity and compliance using NIST RMF, Zero Trust, and FISMA Oversee baseline configurations and ATO packages and remediation tracking Maintain a contract-wide risk and issue management program and register Govern change and configuration management with complete documentation Optimize resources for cost, scalability, and performance outcomes. Drive continuous delivery and continual service improvement practices Lead stakeholder communications and formal governance support, including Coordinate with organizational change management for adoption and messaging Plan and facilitate meetings, minutes, actions, and follow ups Enforce quality assurance and compliance across all outputs and audits Validate currency of training and certifications, and work with corporate HR to support rapid backfill continuity Lead documentation and knowledge management and enable knowledge transfer Oversee PPM configuration and implementation planning and governance Oversee PPM workflows, roles, dashboards, and integration design Oversee PPM data migration strategy, testing, and validation Oversee PPM O&M, compliance, enhancement, and reporting services Ensure monitoring, patching, configuration updates, UAT, and version control Ensure integration monitoring and API uptime across enterprise systems Govern AI enablement within PPM for predictive analytics and insights Deliver portfolio health analytics, custom dashboards, and ad hoc reports Oversee PPM process support for KBAs, access management, and reviews Ensure all deliverables are marked and treated as CUI per Treasury policy Coordinate transition planning and execution. * Define, monitor, and report SLOs and SLA performance per each order
