Job Description


The American Public Power Association (APPA) is looking for a Grants Accountant that will be responsible for preparing invoices for reimbursement, matching incoming receipts to invoices, tracking receivable aging, reconciling project financials, monitoring funds availability, preparing quarterly financial reports for federal grants, and assists with annual audits.

Please note: This is not a remote position. Candidates must be in the DC, Maryland, and Virginia area. APPA offers a flexible work schedule for full-time employees, and the option for telework is available after 3 months of employment (with supervisor approval).

  • Develops a thorough understanding of project operations, revenues, expenditures, and grant compliance requirements.
  • Reviews grants related documents for compliance with federal regulations.
  • Prepares annual grant budgets for submission.
  • Reviews expenditures for allowable costs for each grant as defined in the applicable grant.
  • Ensures the documentation and details of grants are up to date.
  • Prepares grant invoices and supporting documentation.
  • Maintains accurate and updated spreadsheets of individual grant budgets, expenditures, amendments, and balances.
  • Enters invoices and adjustments in the accounting system.
  • Calculates, reconciles, and analyzes indirect and direct labor costs allocation.
  • Familiarity with indirect cost rate model (ICE) calculation.
  • Familiar with applying the Modified Total Direct Cost (MTDC) method for sub-award recipients.
  • Works with project managers to monitor and analyze project and program expenses to ensure. alignment with grant requirements and budgets.
  • Maintains close communication with project managers and assist in quantifying and forecasting surplus and deficits and pulling financial information.
  • Works with program staff on grant reconciliation and close out at project end, as well as conducting annual review of projects at fiscal year-end.
  • Prepares, reviews and files quarterly federal financial reports.
  • Prepares for and assist with A-133 single audit requests related to grants.
  • Prepares Schedule of Expenditures for Federal Awards (SEFA) under Uniform Guidance (2 CFR 200)
  • Prepares ad-hoc grant reports.
  • Recommends and implement necessary process improvements.
  • Performs other duties as assigned.
Accounts Payable Assistance
  • Accurately reviews, codes, and processes vendor invoices
  • Processes employee expense and credit card reports
  • Reviews and reconciles invoice discrepancies.
  • Addresses and responds to vendor inquiries.
  • 5 \xe2\x80\x93 7 years of experience with comprehensive full-cycle Grants Accounting preferred.
  • Requires knowledge of GAAP.
  • Strong knowledge of accrual and cash basis accounting
  • Experience administering federal, state, and private grants, contract compliance, and financial reporting preferred.\\
  • Working knowledge of the CFR 200 preferred
  • Knowledge of federal regulations (A-110, A-122, A-133) preferred.
  • Working knowledge of Microsoft Office programs especially Excel and Dynamics (GP).
  • Strong analytical skills and ability to identify and correct problems as they occur.
  • Attention to detail and accuracy and self-review work.
  • Excellent oral and written communication plus solid organizational and people skills.
  • Self-directed and motivated, able to manage multiple and complex assignments and meet deadlines and production schedules both independently and as part of a team.
  • Ability to meet deadlines and juggle multiple priorities.
