Under minimal supervision of the County Grants Manager, plays a critical role in securing funding that advances countywide initiatives and strengthens public services. This position leads the development, writing and submission of high-quality, competitive grant proposals for county departments and supports local nonprofit partners seeking county sponsorship or technical assistance. The Grant Specialist is responsible for researching funding opportunities, developing narrative and budget components, coordinating multi-departmental input, ensuring compliance with funder requirements, and supporting the full lifecycle of awarded grants. This position will assist the Grants Manager with revenues/expenditures of all county grants, submitting grant reports and payment requests, monitoring compliance with federal and state mandates, preparation of the annual audit documents, and providing technical assistance to grantees in budgeting/funds management processes.

Identify, analyze, and evaluate federal, state, and foundation funding opportunities that align with county priorities. Preparation of agenda items for County Commissioner Meetings and assist in presenting completed grant applications and agreements, from county departments and external entities, for board approval. Develop compelling, accurate, and complete grant proposals including narratives, needs assessments, goals, objectives and budget justifications for applications. Experience in proofreading proposals and creating boilerplate language for departments and agencies. Lead county departments in the grant proposal process to gather data, program descriptions, and financial details needed for grant applications. Research and review various sources of grant funding from governmental agencies and private foundations; consult with other public entities, nonprofit agencies and private organizations. Ability to manage multiple simultaneous deadlines, maintaining a grant calendar and coordinating with others to gather required data. Assist with the submittal of financial and performance reports and summaries, abstracts, documentation, guidelines, and correspondence related and required by the grants. Assist in preparing grant letters, documents, public notices, and correspondence; prepare a variety of fiscal, statistical, and administrative summaries and reports. Assist with the creation and maintenance of grant files including proposals, contracts, resolutions, amendments, fiscal and program reports and fiscal spreadsheets. Respond to question and concerns regarding preparation of grant proposals and grant compliance. Assist in the preparation of contracts and resolutions. Monitor Federal, State and Foundation funding cycles. Operate modern office machines and equipment including PCS, printers, copiers, scanners, calculators, and fax machines; routinely use a full range of word processing and spreadsheet software applications. Adhere to safe work practices and procedures. Attend workshops, conferences and classes to increase professional knowledge. Assist special districts and jurisdictions with grant budgeting and grant reporting (e.g. public health, library etc.) Performs other duties as assigned or required.

Qualifications

Minimum Qualifications:



Bachelor's Degree or equivalent AND minimum of two (2) years of professional experience in grant writing; or equivalent combination of education, training and experience. Experience writing or managing federal or state grants preferred.

Knowledge and Skills:





Knowledge of grant funding sources, especially in relation to government grants. Knowledge of all aspects of grant administration. Knowledge of Federal, state and local rules and regulations pertaining to grant management. Skill in research, creating, and submitting grant applications. Skill in strong writing and editing with the ability to translate technical information into clear language. Skill in coordinating and conducting grant activities. Skill in attention to detail and time management. Skill in conducting accurate data input and maintaining records and files. * Skill in ensuring compliance with all Federal, state and local grant fund requirements.
