The primary focus of the Grant + Contract Officer Principal in Research Administration is to support one or more functional areas within ORSPA by providing contract review, management of all award set-up/project accounting/cash management, and analysis of award disbursement to ensure compliance with all applicable university, sponsor, ABOR, state and federal requirements, standards, and regulations. This is a professional staff level position in research administration and is the fourth in a series of four classifications. It is distinguished from the Officer II in that incumbents use professional concepts in accordance with ORSPA directives to solve complex problems in creative and effective ways. Incumbents also typically possess a broad knowledge of all functions and operations in a specific work unit and can generally apply judgment and make decisions affecting function or procedures for which they are accountable.
Essential Duties
--------------------
Be the first contracting point of contact for SWAP Hub and SHIELD USA operations team and subaward organizations and SWAP Hub membership agreements.
Provide oversight to subaward organizations, including running compliance checks, requesting subrecipient documentation, performing risk assessment analysis, drafting and negotiating subaward agreements and modifications, and coordinates annual subrecipient audit compliance reviews generally providing subaward support to the SWAP Hub operations team.
Under general direction, prepares, writes, reviews, negotiates and monitors complex and non-complex Agreements including grants, contracts, cooperative agreements, Material Transfer Agreements (MTA), Confidentiality/Non-Disclosure Agreements (NDA), subaward agreements, membership agreements, and communicating contractual concerns and issues both internally and externally related to the area of the Chips Act, SWAP Hub and Shield USA projects providing contracting support under SWAP Hub sustainability umbrella.
Work with the SWAP Hub operations team to track and manage agreement and invoicing needs, including any new RFPs released and new projects being funded under SWAP Hub.
Engage with industry partners for advanced packaging business contracting, including NDAs for both SWAP Hub and SHIELD USA.
Advise and assist department administrators, principal investigators, and staff to interpret and explain Agreement terms and conditions.
Resolve problems arising in the course of projects by working with principal investigators, department administrators and sponsors.
Review RFP terms and conditions prior to proposal submission.
Provide administrative and technical assistance to ASU departments and Sponsors related to the ASU Contracts process.
Assist with the Negotiations Team's process revisions, improvements and guidance documents.
Work with Compliance, Property, Risk Management, Skysong Innovations, General Counsel and Sponsor to resolve any conflict in reference to terms and conditions of the Award.
Assist with the implementation of programs and tools for consistent interpretation of university, sponsor, Arizona Board of Regents, federal and state laws, regulations, and policies affecting contracting activities.
Prepares reports, correspondence and documents as needed.
Performs other duties as assigned in furtherance of Contracting Services mission.

Experience with Microsoft applications (i.e., Word, Excel, Outlook), SharePoint, and computer database systems (e.g. financial systems).
Demonstrated knowledge of business subjects such as procurement, contracting, intellectual property laws, and ethics.
Experience with government or commercial contracting or procurement, with foreign and domestic sponsors.

Alternative work schedules
can include four, 10-hour workdays in a workweek; a nine-day, 80-hour schedule over two workweeks for exempt employees only; and staggered start and stop times.
Hybrid work is an arrangement where employees spend a minimum of 60% of their regular workweek at their primary ASU work location.
Dean or vice president-level approval is required.
Remote work
is an arrangement where the employee spends less than 60% of their regular workweek at a regularly assigned ASU work location.
Executive vice president-level approval is required.
100% remote work may not be available to this position.
