Title: GPMS AFCENT: Civil Engineer (CE) Manager (Contingency Hire)

The Global Prepositioned Materiel Services (GPMS) Civil Engineer Manager

POSITION SUMMARY: GPMS Civil Engineer Manager shall enable operations of United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for United States Air Forces in the 9th AFCENT (CENTCOM) Areas of Responsibility (AOR). The range of serves and support include storage, maintenance, out load, reconstitution, exercise, and contingency logistics support. In addition, responsibilities include maintenance and repair (M&R) of Government Furnished Facilities (GFF), Government Furnished Property (GFP), and Government Furnished Equipment (GFE). In some cases, maintenance and repair of GFF may include minor construction (MC) projects. GPMS materiel may include War Reserve Materiel (WRM), or other assets necessary to meet theater prepositioning requirements. The range of services is to ensure success and enable training exercises, theater contingencies, wartime operations, and other specified CCDM priorities. Other locations in the Continental United States (CONUS) or Outside Continental United States (OCONUS) may be included.

RESPONSIBILITIES:

  • Manages all aspects of USAF Facility and Infrastructure Civil Engineer work with focus on proactive system performance, resource optimization and life cycle requirements planning.
  • Implements a life cycle approach to installation sustainment through integration, receipt, processing, tracking, and coordinating work requirements.
  • Provides asset performance data and analysis to support facility/infrastructure investment processes.
  • Utilizes Sustainment Management System (SMS) data (i.e. inventory, asset age, asset condition, maintenance actions) to identify basic investment requirements needed to maintain assets at a standard Level of Service based on mission needs, legal or regulatory requirements, asset performance, and cost over the life cycle of an asset.
  • Monitors and facilitates the execution of preventative maintenance and work requirements based on Air Force-standard prioritization models and adjusts for local logistical and environmental considerations.
  • Ensures data quality and compliance with standards based on Air Force policy, Information Technology systems, procedures, and technical guidance.
  • Manages, inspects, and evaluates all Operations Engineering work center activities to support effective operation, maintenance, and repair to Air Force facilities and infrastructure assets classified as real property or real property installed equipment (RPIE).
  • Oversees inventory, assessment, validation, balance, optimization and scheduling of Preventative Maintenance.
  • Ensures optimal resource decisions are made to support Asset Management Plans and investment plans.
  • Provides data to inform mid to long-term planning goals. Solves complex problems with materiel acquisitions and procurement procedures.
  • Manages recurring and non-recurring contracted services to include Grounds, Maintenance, Custodial Services, Integrated Solid Waste Management, etc.
  • Identifies, develops and establishes operation and maintenance procedures to ensure maximum efficiency.
  • Ensures compliance with commercial and military publications.
  • Solves complex problems by studying layout drawings, wiring and schematic drawings, and by analyzing construction and operating characteristics.
  • Develops and establishes operation and maintenance procedures to ensure maximum efficiency. Coordinates plans with other civil engineering and base activities. Directs all daily activities and supervisory functions in assigned sections. Analyzes productivity and work quality.
  • Ensures efficient materiel management of stock levels through analysis and establishment of demand levels.
  • Processes requisitions, receives materiel, manages inventory, and ensures asset accountability.
  • Provides planning, programming, Comprehensive Asset Management Plan (CAMP) integration, and execution of base level facility/infrastructure requirements that exceed Operations Flight in-house capabilities.
MATERIAL & EQUIPMENT DIRECTLY USED:
  • May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull and lift heavy equipment.
  • Use of Land Mobile Radios, cell phones, laptop, and other devices to maintain contact and accountability of work activities.
WORKING ENVIRONMENT:
  • Work will be indoors and outdoors.
  • Exposure to heat, cold, dust, noise, chemicals may occur.
  • Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.
  • Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
  • Task specific work environment training maybe provided. Must be prepared to function in a wartime or contingency environment to support U.S. interests.
PHYSICAL ACTIVITIES:
  • Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.
  • Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.
  • Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.
  • Work requires moderate physical exertion including walking to operating areas and walking up stairs
MINIMUM QUALIFICATIONS:

Specific contract requirements regarding education and experience will prevail.

Secret Clearance

Education/Certifications:
  • Bachelor\xe2\x80\x99s Degree in Engineering
  • Must possess a valid driver\xe2\x80\x99s license to operate vehicles and equipment
  • Trained in BUILDERTM Sustainment Management System.
Experience:
  • Min 12 Years in US Government Facility Maintenance/facility construction projects; must have hands on experience in all phases of facility projects.
  • Must be familiar with USAF Form 332 process, USG FAR, and
  • USAF CE instructions and processes. Recommended Training and course:

Required Knowledge:
  • Mandatory knowledge of CE policies, operations practices, and procedures for constructing, maintaining, and operating real property, facilities, systems, and equipment; supply procedures, directives, and policies; information technology systems use; and work force management requirements, interpretation, and application of technical guidance, directives, operational plans, and command policies. Additionally, have knowledge of Prime BEEF program and its role in supporting worldwide contingency operations. Collect, interpret and conduct analysis of various forms of data. Knowledge and understanding of SMS systems.
  • Knowledge is mandatory of managing and directing personnel resource activities, interpreting and enforcing policy and applicable directives, establishing control procedures to meet work goals and standards, recommending or initiating actions to improve operational efficiency, planning and programming work commitments and schedules, developing plans regarding facilities, supplies, and equipment procurement and maintenance.
Skills:
  • Candidate must also meet Theater requirements.
