Job Description


The Government Cost Accounting Specialist provides expert content/professional leadership on complex Compliance assignments/projects. Monitors state and federal regulations and legislation and the preparation of compliance positions with respect to development of policy forms and guidelines for underwriting, finance and sales. Ensures compliance with state and federal laws and regulations. Manages the development and filing of policy forms to support compliance activities, new product development, and changes to existing products. Establishes and maintains contacts with regulatory agencies and other insurers. Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders. Focuses on providing thought leadership within Compliance but works on broader projects, which require understanding of wider business. Recognized internally as a subject matter expert.

Duties and Responsibilities

Express Scripts is a Government contractor and plays an integral part to the overall success of contract performance to remain in compliance with various Government regulations. In order to assist the Sales & Account Management Organization in maintaining compliance with these regulations, the position will be required to:

  • Understand Government Regulations such as:
+ Federal Acquisition Regulations (FAR);
+ DoD Federal Acquisition Regulations (DFARS); and
+ Cost Accounting Standards (CAS).
  • Assist in reviewing and determining the Allowability of costs recorded in the General Ledger in accordance with various Government Regulations, such as:
+ Review Contracts, Requisitions, and Purchase Orders in a timely fashion to ensure Purchase Orders meet Government regulatory requirements prior to the invoice being recorded to the General Ledger.
+ Ensure Purchase Orders consistently identify the appropriate account information for each Commodity Code utilized.
  • Ensure the Travel & Entertainment expense tool is routinely applying appropriate GSA per diem rates and loaded to the proper General Ledger account.
  • Work collaboratively with others supporting the Department of Defense contract to develop recommendations for process improvements in the identification of allowable costs in the General Ledger and assist in presenting recommendations to Leadership.
  • Research other functional areas to determine processes improvement to perform an up-front identification of unallowable costs prior to being recorded in the General Ledger.
  • Assist in development and researching/responding to audit questions associated with Forward Pricing Rate Proposal/Agreement.
  • Perform data analysis of key components of ESI\'s Government cost model including:
+ Reconciliation of cost model data to various source systems;
+ Review data for anomalies;
+ Research variances to closure; and
+ Provide process improvement recommendations to Management for review and approval
  • Assist in reviews of relevant business systems and ensure compliance with applicable DFARS requirements.
What you must have
  • Bachelor\'s degree in Accounting preferred. Related degree or experience required.
  • 3+ years of Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement and/or Cost Accounting Standards; experience with Department of Defense contracting required.
  • Highly proficient in Microsoft Office including Access, Excel or other PC based database tools.
  • Exceptional executive presence in written and verbal communications.
  • Strong organizational skills necessary to accomplish a large number of tasks within a specified timeframe.
  • Solid judgment and analytical skills to analyze, recommend, and improve workflows and processes.
  • Self-motivated, detail-oriented, and willing to adapt to tactical needs in a fast-paced, changing environment .
If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 87,300 - 145,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
