ESSENTIAL JOB FUNCTIONS

Coordinate with all departments to identify GIS needs and deliver solutions including applications, data, maps, analyses, training, and cartographic products that support City operations, projects, and public engagement.
Develop and advance the City's GIS strategic vision, identifying opportunities for GIS to support emerging organizational needs and improve service delivery.
Administer and maintain GIS environments, ensuring reliable performance, availability, and lifecycle management.
Manage enterprise geodatabases and data models in Microsoft SQL Server and/or PostgreSQL.
Build and maintain web maps, web applications, and dashboards for internal and public use.
Develop integrations between GIS and other business systems using APIs, web services, and scripts.
Create, collect, edit, and maintain spatial and non-spatial datasets with strong Quality Assurance/Quality Control and metadata management.
Configure and support mobile GIS and field data collection workflows, including Global Positioning Systems (GPS) and offline environments.
Provide timely GIS support, troubleshooting, and customer service for staff across the City.
Establish and maintain citywide GIS standards, naming conventions, symbology, and data governance practices.
Document systems, data schemas, workflows, and procedures; maintain up-to-date documentation.
Deliver training and user support for staff with a range of GIS skill levels; develop guides and training materials.
Coordinate with IT Division to ensure GIS platforms, data, and integrations adhere to IT security and network policies, including user access management, system updates, and authentication.
Evaluate, recommend, and implement new GIS tools, technologies, and methodologies to improve efficiency and service.
Coordinate with vendors, consultants, and partner agencies to manage GIS projects, data sharing, and service contracts.
Support asset management workflows and capital projects in partnership with Engineering, Public Works, and other departments.
Perform other duties as assigned.
QUALIFICATIONS

Minimum Qualifications:
Bachelor's degree in GIS, geography, computer science, engineering, or a closely related field, or equivalent combination of education and experience.
One to Three years of experience with GIS programs and databases with general knowledge of surveying and mapping.
Experience working with enterprise geodatabases (Microsoft SQL Server or PostgreSQL/PostGIS).
Knowledge of programming and scripting languages such as Python, SQL, and JavaScript.
Familiarity with Microsoft Internet Information Services (IIS).
Basic understanding of IT and network security best practices.
Valid driver's license with no restrictions.
Desired Qualifications:
Five years of progressively responsible GIS experience, preferably in local government.
Experience developing and implementing GIS strategic plans, data governance frameworks, or organizational GIS programs.
Experience administering and supporting GIS programs and databases at an organization-wide level.
Experience integrating GIS with other business systems such as permitting, asset management, or work order systems.
Experience supporting mobile and GPS field collection programs.
Experience collaborating with IT on system administration, security, and data backup procedures.
Experience with web development frameworks, REST APIs, and automation tools.
Experience with version control and scripting practices (e.g., Git, SQL, Python, or similar).
Experience performing GIS data conversion, migration, and standardization projects.
Knowledge of QA/QC, metadata, and data governance best practices.
