Job Description

The Contractor shall provide Enterprise GIS, geospatial programming, and analytical support services to support the mission of the Bureau of Indian Affairs (BIA). Contract staff will work under the direction of the Division Chief and Branch Chiefs and collaborate with government GIS specialists, program analysts, physical scientists, and other stakeholders. Services will support enterprise GIS operations, data management, automation, dashboards, and business analytics using tools such as the ESRI GIS Suite, SmartsheetGOV, Python, cloud platforms, and other emerging technologies.



Work will be performed remotely during standard business hours (8:00 a.m. - 5:00 p.m., excluding federal holidays), with flexible scheduling as needed and occasional after-hours support with prior approval.



Responsibilities:



Serve as project manager and liaison between contractor staff and the federal COR

Develop maps, applications, and dashboards to support leadership and mission needs

Create and support geospatial workflows, scripts, and parcel fabric processes

Ensure all spatial data includes FGDC-compliant metadata aligned with BIA standards

Manage internal and external GIS portals and open data platforms

Establish standardized templates for mapping products and applications

Document procedures and SOPs to support data consistency and knowledge transfer

Respond to project requests involving GIS, data analysis, automation, dashboards, and applications

Perform requirements gathering, customer journey mapping, and business process engineering

Support system lifecycle development, enterprise workflows, and data governance

Coordinate with federal stakeholders to support mission-critical geospatial initiatives

Ensure compliance with federal security, data, metadata, and publication standards



Requirements:



Experience with ESRI Enterprise GIS environments

Proficiency in geospatial data management, analysis, and cartography

Experience with Python and GIS automation; scripting knowledge preferred

Understanding of federal geospatial standards (FGDC, NSDI, DOI)

Familiarity with enterprise systems, cloud environments, and database management

Strong documentation, communication, and stakeholder coordination skills
