The Energy Conservation and Management (ECAM) within the Energy, Minerals and Natural Resources Department leads the state's charge toward clean energy adoption. ECAM is committed to developing and deploying solutions that will maximize New Mexico's renewable energy resources and improve energy efficiency. ECAM is the U.S. Department of Energy's designated State Energy Office. The Energy Technology and Engineering Bureau leads work across clean energy programs quantifying energy savings, increasing accessibility of rebate programs, certifying energy service contractor work and administering the New Mexico Geothermal program.
Why does the job exist?
On March 5, 2024 Governor Michelle Lujan Grisham signed House Bill 91 into law. The new law requires the Energy Conservation and Management (ECAM) Division to: administer laws and rules relating to geothermal resources; administer the geothermal projects development fund and geothermal projects revolving loan fund; apply for federal grants related to geothermal resources development; and foster the growth of geothermal resources in New Mexico. This position is being created to help the Geothermal Program Manager faithfully execute tasks listed above.
How does it get done?
on geothermic down-hole efficiency, electrification and other topics as needed.
Coordinate Geothermal Loan and Grant Programs.
Review permits for geothermal wells including exploratory and operational wells.
Review and help draft geothermal rules and regulations for geothermal resources in New Mexico and provide
recommendations for updates/changes as appropriate.
Perform/Oversee site visits and inspections of existing, developing, and potential geothermal well sites to
evaluate hydrologic impacts of various projects and proposals, among other tasks.
Evaluate program performance and data, and performs in-depth data analysis using spreadsheet analytics,
computer models and GIS databases to recommend improvements to program design and implementation.
Manage geothermal projects which may include development of agreements and scopes of works, and
oversight/management of outside contracts/consultants in support of sustainable geothermal development.

Minimum Qualification
Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Working Conditions
Working Conditions for individuals positions in this classification will vary based on each agency's utilization, essential functions, and the recruitment needs at the time a vacancy is posted. Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting while in the office. Site field visits will occur and could include the following conditions: (remote destinations, irregular walking surfaces, proximity to heavy equipment, overnight stays, weather, and wildlife).
