Non-Exempt Full Time Wage: $20-$23 DOE

Schedule: M - F 8:30 am - 4:30 pm + rotating 24-hour on-call

Reports to: Programs and Operations Director

Job Summary:



The YWCA Billings Gateway Vista Property Manager is responsible for the day-to-day operations of Gateway Vista - a 24-unit low-income apartment building on YWCA's campus. The Property Manager is required to manage and resolve all property-level activity including leasing, resident relations, compliance activities, and maintenance coordination. Additionally, the Property Manager works collaboratively with YWCA's service providers to ensure tenant needs are met and tenant issues are resolved. Employees may be asked to follow other job-related instructions requiring like knowledge, skills, and abilities and to perform them as requested by their supervisors.

Key Responsibility Areas (KRAs)



Leasing Activity

Collect applications for units and maintain waiting list according to established 3-tier priority system Screen applicants using Turbo Tenant Collect documentation to income qualify applicants Ensure units are move-in ready at the time of lease signing Conduct orientation with new tenants at lease signing reviewing lease requirements, guest registration policy, complaint procedure, and other pertinent information Conduct unit walk-through and inspection with tenant at lease signing Sign lease agreement as property manager and provide copy to tenant and upload to Turbo Tenant After tenant move-out conduct unit inspection within 72 hours If cleaning or damages are to be deducted from the security deposit prepare statement of charges Coordinate with CEO to oversee eviction process when necessary
Compliance

Ensure tenant files are complete and maintained in Gateway Vista office Maintain schedule of tenant recertification requirements and ensure they are completed on time Update Montana Board of Housing (MBOH) Certification On-Line (COL) system monthly or more frequently as needed Attend required trainings on Fair Housing and LIHTC compliance Follow all policies and requirements of the MBOH Housing Credit Compliance Manual Support CEO in completing and submitting annual compliance reporting to MBOH Provide require documentation to HomeFront for tenants using a Housing Choice Voucher
Administrative

Collect rents and prepare receipts Record monthly rent invoices and payments in QuickBooks Record Housing Choice Voucher payments in QuickBooks Provide checks and receipts to Finance Manager for deposit Issue 3-day pay-or-quit notices on the 6 of each month or the next business day thereafter Issue 14-day comply-or-vacate notices for all lease violations Receive and record invoices for Gateway Vista in QuickBooks for payment by the CEO Provide move-out documentation to CEO for processing of security deposit disposition Assist CEO in preparing a draft annual operating budget Adhere to annual budget parameters to ensure financial viability of Gateway Vista Provide weekly reports on property activity to CEO
Resident Relations

Maintain a professional demeanor and appearance Interact courteously with current residents, applicants, and vendors Assure owner and tenant satisfaction by maintaining the highest standards of cleanliness and curb appeal Address resident concerns including but not limited to property repairs, tenant disputes, renewal offers, etc. Receive formal tenant complaints and issue response
Maintenance

Physically walk and inspect the property daily Report any maintenance concerns to the Facilities Manager Conduct bi-annual unit inspections in conjunction with the Facilities Manager Ensure all maintenance requests are fulfilled in a timely manner Maintain routine maintenance schedule for the property and coordinate with Facilities Manager to ensure the schedule is adhered to Coordinate with Facilities Manager to schedule vendors for repairs as needed Schedule unit turn cleaning and maintenance as required Clean glass doors and vacuum entry way daily Vacuum halls and sweep/mop stairwells weekly or more frequently if needed Clean office restroom as needed between scheduled cleaning visits Empty laundry machine coin collection boxes monthly and give to Finance Manager for deposit
Skills, Qualifications, and Requirements:

High school diploma or HiSET required, and one-year property management experience is preferred Must be able to obtain Montana Property Managers License within one year of hire
Must attend LIHTC compliance training at the earliest scheduled date after hire and every four years thereafter
Must attend Fair Housing training at the earliest scheduled date after hire and every four years thereafter
Must be Microsoft Office suite proficient Experience with QuickBooks preferred Knowledge and belief in "Housing First" philosophy and strategies Knowledge, training, and belief in "Trauma Informed Care" philosophy and strategies Self-starter, able to take direction but also able to work independently and self-manage projects to successful completion Excellent verbal and written communication skills with exceptional attention to details Personal qualities of integrity, credibility, and a commitment to and passion for YWCA Billings' mission and vision
