Summary

This position is located within a National Forest. The primary purpose of this position is responsible for assisting in the development and scheduling of annual work plans and the execution of field operations relating to the unit\'s Recreation program (developed & dispersed sites, OHV program, Forest Protection, trails, special uses, etc.).

Duties
  • Assist other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Monitors the scope of the approved operating plans.
  • Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them. Participate in the development of the units annual work plans.
  • Assist in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies.
  • Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies for specific assignments. Prepare annual updates of work needed and cost to bring site conditions and operation up to full standard.
  • Recommends settings for a variety of proposed recreation facilities and provides information about the characteristics of each area. Prepares annual trail operating plans. Trains crews in construction and revegetation techniques.
  • Assist in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Serves as inspector and contracting officers representative on service contracts insuring work is completed properly.
  • Gathers, complies, and recommends improvements for developed and dispersed recreation sites on the unit. Recruits and trains volunteers. Maintains developed sites e.g., roadside and/or backcountry dispersed sites.
  • Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Naturalizes sites where necessary in order to control use and prevent resource damage.
  • Involves the community in program and activities, determines, and recommends possible public involvement. Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support.
  • Serves as COR determining when contracting is the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. Performs trail log, condition, and prescription surveys.
  • Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. Keeps records of visitor use levels, types, and patterns.
  • As Collection Officer for recreation sites, collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. Responsible for preparation and administration of recreation event special use permits.
  • Makes repairs, removes, or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Where applicable, maintains and assists in the renovation of Recreation Rental Cabins.
  • Maintains District recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters, and other miscellaneous structures. Updates database by collecting and entering data.
  • Assists in the development and the accomplishment of the districts OHV program within the framework of existing planning documents. May prepare for review by supervisor, environmental documents for OHV projects and special use events.
  • Patrols OHV use areas to ensure areas are operated, used, and maintained in accordance with the recreation plan and other appropriate planning documents. Monitors permittee compliance with special use permits.
  • Monitors, inspects, and reports on contracted operations for compliance with contract provisions. Jointly prepares, administers, and inspects OHV outfitter guide permits. Implements trail, bridge construction and reconstruction projects.
  • Operates and maintains, in safe working order, assigned vehicles, motorcycles and ATV and trail maintenance equipment and specialized equipment used. Enforces Title 36 CFR requirements, or comparable and related regulations.
  • Provides supervision and training of all personnel in preparation for operation of equipment. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions.
  • Provides public information and interpretive services, including detailed information concerning recreational opportunities. Educate OHV users on potential resource damage caused by illegal use.

Qualifications

GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5).

Examples of specialized experience include: Planned and implemented the logistics required for completion of recreation projects, such as trail maintenance and reconstruction projects; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; lead or coordinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions. Worked as a Forest Protection Officer (FPO) or similar; writing incident reports or violation notices as needed; providing input for special recreation permits and on occasion monitoring special recreation events for compliance to permit stipulations; developing restoration projects; and participating in recreation plan development.
