JOB DESCRIPTION:



Primary Purpose:


Direct and manage district transportation and vehicle maintenance programs. Oversee maintenance of all district-owned vehicles to ensure safe and efficient operations. Support the overall mission and strategic plan of the district. Safely and efficiently manage fleet operations.

Major Responsibilities and Duties


Leadership & Supervision

Supervise and evaluate mechanic/shop staff; assign and coordinate work schedules. Develop training and certification opportunities for mechanical staff. Establish performance goals and criteria for staff, aligned with industry standards. Conduct and supervise annual maintenance programs and safety meetings. Meet regularly with lead mechanics to ensure communication and compliance. Make personnel duty assignments within designated areas of departmental responsibility. Oversee maintenance and repair of all district vehicles (buses, support vehicles, equipment) at multiple locations. Develop and supervise comprehensive preventative maintenance programs. Maintain compliance with the Texas Commission on Environmental Quality and all applicable regulations. Ensure fleet readiness and cost-effectiveness (target: 95% readiness). Maximize the use of technology to ensure successful operation of fleet services. Order supplies and equipment and maintain accurate records. Conduct annual inventory. Maintain accurate records: inventory, service, inspections, work orders, and reports. Prepare and justify department budgets; track costs and expenditures. Develop and implement policies, procedures, manuals, and standard practices for fleet operations. Oversee bid approvals and provide documentation for purchases. Review and document vehicle damage; recommend fleet retirement plans. Maintain confidentiality regarding students and employees. Provide reports on operational efficiencies. Maintain records of required inspections on all equipment used and operated at the Transportation Facility. Ensure compliance with all Federal and State regulations applicable to the operation of the district's school bus service and facility. Know and practice proper safety procedures for machinery, equipment, lifting, and other job duties. Maintain a clean, safe, and compliant working environment. Follow office safety measures in emergencies. Ability to work in various environmental conditions (heat, cold, noise, dust, fumes, irregular hours). Maintain emotional control under stress. Participate fully in drills and safety exercises to provide for the safety and overall emotional wellbeing of students. Participate in staff development meetings as needed. Other duties as assigned by supervisor or designee. Attendance and punctuality are essential functions. Ability to work with frequent interruptions; frequent district-wide travel; frequent prolonged and irregular hours.

EXPERIENCE:



Minimum Experience:


Valid Texas Commercial Driver's License (Class B or A with Passenger and School Bus endorsements), or willingness to obtain within 6 months. School Bus Driver Certification (or ability to obtain within 6 months). ASE certification in school bus or medium/heavy truck (preferred: ASE A1-A8, T1-T6, S1-S7). Minimum of 4 years of supervisory experience in transportation operations, preferably with public school districts.

QUALIFICATIONS:



Minimum Education/Certification:


Bachelor's degree (or equivalent experience in fleet management/vehicle maintenance; 4-5 years in a related position may substitute for a degree. ASE certification in school bus or medium/heavy truck (preferred: ASE A1-A8, T1-T6, S1-S7). Texas Association of School Bus Technicians certification (preferred). Eligible for coverage under district vehicle insurance. Ability to pass alcohol/drug tests and annual physical exams.

Special Knowledge/Skills:


Advanced knowledge of automotive mechanics and maintenance (diesel/gasoline buses, equipment, tools, procedures, safety rules). Knowledge of fleet maintenance software (e.g., Fleet Vision). Knowledge of federal, state, and local regulations for bus/fueling infrastructure and school bus operations. Ability to standardize operations across multiple locations and manage teams for efficiency. Effective communication, organizational, and interpersonal skills (written and oral). Computer literacy, preferably in word processing and spreadsheets, and Office 365. Ability to exercise independent decision-making and work within deadlines. Knowledge of the bid process and purchasing specifications. Ability to manage budget and personnel. Ability to greet the public in person and by telephone.
