FISCAL/BUDGET MANAGER




DEFINITION




Under the general supervision of the Chief Financial Officer, this position requires a confidential relationship to a policymaker. The incumbent will implement, develop, coordinate, and analyze a variety of specialized functions in the areas of fiscal, budgetary and administrative. This is a highly complex and professional work involving flexibility to develop, and implement policies & procedures for department and administrative operations.


DUTIES (NOT ALL INCLUSIVE)




Handles special projects as assigned, which require a thorough understanding of fiscal and departmental procedures.


Monitors approved budget within broad guidelines.


Maintains all financial contracts to ensure compliance relative to payments to vendors.


Assists in the preparation of budgets and grant applications, including, but not limited to preparation of budget line item spreadsheets, at the request of the Chief Financial Officer.


Assists the Chief Financial Officer in budget management and control.


Monitors consistency between budgetary and actual expenditures.


Prepares justifications letters for review by the Chief Financial Officer for vendors.


Ensures department managers meet budget submission deadlines


Reviews budget requests to be submitted to the Chief Financial Officer for approval


Confers with the Chief Financial Officer and other involved administrative staff in the preparation of financial and activity reports and budgets relative to the operations of the department.


Performs other duties as assigned.




FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION




Knowledge of the accounting manual of the Virgin Islands Government as they relate to budgetary controls and fund accounting procedures for processing fiscal transactions.


Knowledge of the basic principles of government bookkeeping.


Knowledge of travel regulations of the Virgin Islands Government.


Knowledge of departmental rules, regulations, policies and procedures.


Ability to establish and maintain effective working relationships with all persons contacted during the course of work.


Ability to prepare accurate financial reports.


Ability to assign and supervise the work of subordinates engaged in the performance of clerical tasks.


FACTOR 2 - SUPERVISORY CONTROLS




The Incumbent works under the direct supervision of the Chief Financial Officer. The incumbent is expected to perform independently and exercise some degree of initiative. Work is reviewed through meetings and reports.


FACTOR 3 - GUIDELINES




The guidelines used are departmental rules and regulations as they relate to governmental accounting manuals, bookkeeping principles and budgetary accounts.


FACTOR 4 - COMPLEXITY




This is professional and administrative fiscal transaction work where the employee is responsible for regulation and management of funds, and implementation of programs and budgets for the agency.


FACTOR 5 - SCOPE AND EFFECT




The scope of work is to facilitate the Chief Financial Officer by handling a variety of fiscal and budgetary details, that is necessary to ensure a smooth workflow. These functions have a significant impact on the fiscal affairs of the agency.


FACTOR 6 - PERSONAL CONTACTS




Contacts are made with co-workers, employees from other government agencies, and vendors.


FACTOR 7 - PURPOSE OF CONTACTS




To advise, supervise, provide or obtain information and assistance relative to budgetary and financial matters, resolution of problems and other changes.


FACTOR 8 - PHYSICAL DEMANDS




Work is sedentary. No unusual physical demands.


FACTOR 9 - WORK ENVIRONMENT




Work is performed in an office setting.





MINIMUM QUALIFICATIONS



Any combination of training, education, or experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Accounting, Finance, or a related field. Extensive (4+ years) professional-level experience in budget preparation, statistical analysis, accounting, auditing, or a closely related financial/fiscal activity.
