Position Summary:



This position is responsible for performing professional accounting services related to the following types of accounts within the College of Nursing (CON) to include but not limited to Educational and General (E&G), USF Foundation, Grants, Auxiliary, UMSA and Convenience.



40% Purchasing



This position assists with purchasing for the college using multiple funds including E&G, Carry Forward, Auxiliary, Tuition and State budget. Purchasing using PCard or USF Marketplace which includes submitting and monitoring requisitions, new supplier setups contract submittals, requesting UTSB approvals, contacting vendors for quotes. Knowledge and understanding of USF Purchasing and PCard procedures. Maintains backup documentation for accounts. Analyzes, prepares, reviews, and disseminates own monthly P-cards statement. Prepares documentation for Associate Director review and submits as needed.


30% USF Foundation/UMSA Check Request



This position prepares and processes check requests for USF Foundation and UMSA funds on behalf of the college: knows and understands USF Foundation and UMSA


policies for processing payments; updates and maintains Foundation and UMSA Excel spreadsheets; handles requests from Foundation or UMSA representatives for additional backup or changes needed. Knowledge of Foundation and UMSA purchasing procedures including setting up new vendors, independent contractors, and contract submittals.


20% Travel



The position is a processor for travel authorizations and travel reimbursements for faculty, staff, students and/or non-employees: troubleshoots and submits inquires through the USF Travel; maintains travel files and provides supporting documentation to internal and external stakeholders as needed; determines if additional documentation and/or explanation are required and gathers additional documentation and/or explanation from relevant parties in a timely manner. The employee ensures compliance to university and grant policies and procedures; reviews and recommends internal travel process improvements.


5% Back up for Reconciliations and Receiving



Backup PCard reconciler for users, running monthly ledgers as needed for department. Receiving purchases in system as well as corresponding with USF Health Receiving as needed.

Minimum Qualifications:



This position requires a High School diploma or equivalent with three years of work experience in positions with fiscal support duties. College or other relevant post-secondary coursework may substitute for the experience requirement on a year for year basis.





Degree Equivalency Clause: Four years of direct experience for a bachelor's degree.


o Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S.


o SB 1310: Substitution of Work Experience for Postsecondary Education Requirements


o A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:


o (a) Two years of direct experience for an associate degree;


o (b) Four years of direct experience for a bachelor's degree;


o (c) Six years of direct experience for a master's degree;


o (d) Seven years of direct experience for a professional degree; or


o (e) Nine years of direct experience for a doctoral degree


o Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.


o Minimum Qualifications that require a high school diploma are exempt from SB 1310.


Preferred Qualifications:



Bachelor's degree is Accounting, Business Administration, or related field. Three to five years of accounting and budgeting experience. Knowledge of Excel, Box, Microsoft Teams, FAST, Gems, Archivum, Finance Mart, Foundation Report Explorer, Experience working with USF fiscal business systems and understanding of policies and procedures
