Capital City Fire & Rescue is recruiting for a Fire Marshal!
Under the general direction of the Fire Chief, the Fire Marshal is responsible for exercising the powers, and performing the duties, that are outlined in the fire code.

WHO WE ARE LOOKING FOR
We are looking for someone who has the ability to communicate and document effectively; be observant and able to obtain evidence and conduct fire investigations, while weighing facts impartially and accurately while analyzing situations; interact with citizens and public officials under conditions requiring the utmost of good judgment and maintain the confidentiality of information; think and act quickly in emergencies to adopt an effective course of action; understand construction plans and schematics; write technical papers and reports; and develop and present public education programs for all ages.

WORKING HOURS AND LOCATION
This position works 8:00 a.m. to 4:30 p.m., Monday through Friday. This position also serves as duty officer on a rotational basis with other members of the Senior Leadership team. Your office is located at the Downtown Fire Station at 820 Glacier Avenue.

Typical Responsibilities

Fire Code Enforcement

  • Performs scheduled and unannounced inspections of commercial and public buildings to identify fire hazards and ensure compliance with the adopted International Fire Code.
  • Records findings in the appropriate data collection system.
  • Issues correction notices to building owners and managers for violation of codes, setting deadlines, conducting follow-up inspections for compliance, and documenting efforts and findings.
  • Reviewing plans, systems, and site layouts, and conducting surveys of fire suppression and detection systems.
  • Conducts plan reviews and inspections for street closures and public assembly events.
  • Oversees the department\'s SARA Title 3 Hazardous Materials reporting and inspection programs, coordinating inspection schedules and issuing hazardous material permits to ensure compliance.
  • Issues permits that are required by the fire department.
  • Enters inspections and investigation information into the appropriate databases.
  • Coordinates timely plan review, collaborating with the Building Official and CDD Director to address fire code issues on projects.
  • Participates as assigned in community planning work groups and committees.
  • Attends regular training to stay current with codes and best practices.
Fire Investigations
  • Conducting thorough and detailed investigations to determine the origin, cause, and circumstances surrounding fires within our jurisdiction.
  • Respond to fire scenes, collect and preserve evidence, conduct interviews, and analyze data to reconstruct fire incidents.
  • Work closely with other law enforcement agencies, insurance companies, and legal authorities to ensure accurate and comprehensive investigations.
  • Prepare detailed reports, document findings, testify in court as an expert witness, and support the law enforcement officer in criminal cases.
  • Investigate fire data for common causes of fires to help drive prevention efforts.
Public Education
  • Leads the development and delivery of public education programs for schools and community groups, covering a range of topics such as Fire Prevention, Fire Safety and Awareness, and natural disasters.
  • Coordinates employee efforts and conducts employee training on public education subjects.
  • Takes charge of the Juvenile Fire Setter Intervention program, providing leadership and management.
  • Interprets fire and life safety codes, clarifies compliance requirements, and offers information to the public and personnel from other agencies.
  • Acts as a department Public Information Officer, while helping to manage and maintain all department social media accounts and ensure an active online presence.
Emergency Response and Planning
  • May service any role in the Incident Command Structure
  • Acts as a department public information officer for emergency operations and works in conjunction with other CBJ public information officers.
  • Helps to manage the pre-incident planning program for all operations.
  • Participates in CBJ-wide planning in conjunction with the CBJ Emergency Manager and the Community Development Department.
  • Attends training and classes for emergency response and emergency planning.
Minimum Qualifications

Desirable Qualifications

Education:
An Associate degree from an accredited college in Fire Science Technology, Communication, Business/Public Administration or closely related field.

Experience:
Must have five (5) years of experience in any of the following: Fire Investigation, Code Enforcement, Emergency Planning, Law Enforcement or ten (10) years of Firefighting experience.

Other requirements:
International Fire Code Council Fire Inspector I certification must be obtained within 12 months of appointment.

State of Alaska FIT Certification must be obtained within 18 months of appointment.

Must be Blue Card Certified within 18 months of appointment.

Heartsaver CPR AED Card upon hire. A valid Alaska driver\'s license at time of appointment and for continued employment.

Note* As a condition of employment, the employee must obtain certifications per required time limits above and continue to maintain the required certification/licenses to perform the duties of this position.

Note* Appointment to the Fire Marshall position will be made conditionally pending successful completion of all portions of the background check and psychological assessment.

Department Requirements:
Ability and willingness to work shifts, holidays, weekends, and be available for required on-call duty; attend local and out of area training courses as authorized and required; willingness to wear a uniform and comply with department grooming standards; maintain minimum unscheduled absences and a high rate of attendance; maintain a positive attitude and be flexible to change.
