Job Summary:


Under the direction of the Assistant Director of the Department of Child Safety's Comprehensive Health Plan (DCS CHP), and in collaboration with the Assistant Director of DCS Finance and Accounting, the DCS CHP Chief Financial Officer leads the financial operations of the health plan. This position ensures adherence to established accounting principles, concepts, and practices pertinent to the assignment. This position serves as a financial technical advisor to the DCS CHP Assistant Director and other departmental programs, providing expert guidance on budgetary matters and financial strategies.



This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:


Monitors the DCS CHP budget and provides strategic and tactical fiscal advice to leadership, helping to optimize resource allocation and financial planning. Leads capitation rate development and monitors quarterly and annual financial reports, reconciliations, budgets, and forecasts in alignment with DCS CHP's inter-governmental agreement with the Arizona Health Care Cost Containment System (AHCCCS) and DCS CHP's agreement with its contracted Managed Care Organization (MCO). May be required to drive on state business. Implements and oversees internal financial controls ensuring all financial activities comply with regulatory requirements and best practices. Serves as a fiscal subject matter expert for the Department in all DCS CHP-related audits, including but not limited to annual financial audits, corrective action plans, and single audits, ensuring adherence to audit requirements and timely resolution of findings. Manage DCS CHP finance staff including daily direction, tasks and completion of deliverables. Other duties as assigned as related to the position. Knowledge, Skills & Abilities (KSAs):


Knowledge of:


Generally Accepted Accounting Principles (GAAP) and financial reporting standards Proven experience in financial operations and budgeting, particularly within a healthcare or government setting. Internal control structures and fiscal management Medicaid and child welfare federal and state regulations and applicable policies.

Skills in::


Use of automated accounting platforms and related applications Leadership and supervisory techniques Verbal and written communication Critical thinking and problem solving Organization and workload prioritization

Ability to:


Analyze and interpret financial data Effective communicate to internal and external audiences Navigate accounting and healthcare information systems Manage detail, complex concepts and problems Selective Preference(s):


Certified Public Accountant (CPA) license preferred or equivalent experience.


Pre-Employment Requirements:


Requires the possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any driver training. Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration.




The ability to secure and maintain clearance from the DCS Central Registry.
