Controller
to lead our financial operations and ensure strong fiscal stewardship across the organization.
Position Overview
The Controller oversees all accounting and financial reporting functions for the Housing Authority. This role is responsible for maintaining accurate financial records, ensuring compliance with HUD regulations and other governing bodies, supporting audits, managing budgets, and providing strategic financial insights. The ideal candidate brings both
industry-specific expertise in public housing/governmental agencies
and
strong technical accounting skills
.
Key Responsibilities
Direct and oversee all accounting operations, including general ledger, accounts payable/receivable, payroll, fixed assets, and employee benefits.
Prepare timely and accurate monthly, quarterly, and annual financial statements in accordance with GAAP and HUD requirements.
Monitor compliance with HUD and State of Connecticut regulations, PIH Notices, funder requirements, and federal, state, and local reporting standards.
Lead annual audits, coordinate with external auditors, and ensure implementation of any recommended improvements.
Develop, manage, and monitor organizational and program budgets; analyze variances and provide recommendations.
Maintain internal controls to safeguard assets and ensure financial integrity.
Provide financial analysis to support decision-making, planning, and operational strategies.
Supervise and mentor accounting staff.
Collaborate with executive leadership and program managers to support organizational goals.
Required Qualifications
Bachelor's degree in Accounting, Finance, Business Administration, or related field.
Minimum of 5-7 years of progressive accounting experience, including supervisory responsibilities.
Strong knowledge of
GAAP
, governmental accounting standards, and financial reporting.
Demonstrated experience in
public housing, HUD programs, or governmental/nonprofit finance
.
Proficiency with accounting software; experience with housing authority systems (e.g., PHA Web, HAB/MRI, Yardi, Emphasys, or similar) preferred.
Strong analytical, organizational, and problem-solving skills.
Excellent communication and leadership abilities.
Preferred Qualifications
Experience managing complex programs.
Knowledge of procurement regulations and federal compliance standards.
CPA, CMA, or CGFM certification
