Job Description

CyberStorm Defense(TM) is seeking a Financial / Business Analyst to support the Federal Aviation Administration (FAA) and Department of Transportation (DOT) in financial planning, budget execution, and program control activities.

This position supports Program Management Organization (PMO) and Enterprise Services (AJM-3) under the PTAC vehicle, helping FAA programs manage resources, analyze cost data, and ensure compliance with AMS business and financial management policies.

The analyst will perform cost-benefit analysis, assist with procurement planning, and develop performance metrics that help FAA leadership optimize mission delivery and fiscal accountability.

Key Responsibilities

Develop, monitor, and maintain program budgets, cost models, and expenditure forecasts. Conduct financial analysis, variance tracking, and earned value management (EVM) reporting for multiple FAA programs. Support contract financial tracking, invoice validation, and reconciliation of funding against program requirements. Prepare monthly, quarterly, and annual financial reports and briefing materials for FAA management. Conduct business-case analysis (BCA) and ROI modeling for modernization initiatives. Assist with procurement documentation under AMS, including funding justifications, independent government cost estimates (IGCEs), and acquisition planning inputs. Identify cost efficiencies and recommend improvements to optimize FAA program delivery. Support audit preparation, risk assessments, and corrective action plans.

Mandatory Qualifications

7 + years of financial analysis or business management experience in federal or aviation programs. Proven knowledge of FAA AMS, OMB Circular A-11, and EVM principles. Proficiency in Microsoft Excel, Power BI, Tableau, and Deltek/Unanet or similar tools. Strong analytical, presentation, and writing skills. Bachelor's degree in Finance, Accounting, Business, or related discipline.

Preferred Qualifications

Prior experience supporting FAA PMO (AJM) or Enterprise Services (AJM-3). Certifications: Certified Government Financial Manager (CGFM), PMP, or CPA. Familiarity with FAA budget formulation and execution systems. Experience supporting multi-year, multi-task order IDIQ contracts. Active Public Trust or Secret clearance preferred.

Pay: $100,000.00 - $140,000.00 per year
