The Finance Technician is responsible for processing vendor invoices, expense reimbursements, and payment transactions in a timely and accurate manner. This position ensures that all payables are properly recorded, reconciled, and compliant with organizational policies and applicable regulations. The technician provides support to vendors, employees, and internal departments regarding accounts payable inquiries. Performs clerical, administrative and accounting related duties for the County Finance Department.
Essential Job Functions

Receives purchase orders and match with invoices and employee expense reports.
Verifies accuracy of budget line item codes, description, amount, dates, vendors information on invoices against purchase order.
Enter invoices into the accounting system and prepare payment batches.
Run AP PO listing report and balance each check run.
Assists with check writing and distribution of checks to departments and mail as needed.
Respond to vendor and internal inquiries regarding payment status and account issues.
Reconcile vendor statements and resolve discrepancies.
Assist with weekly, biweekly, or monthly check runs and ACH.
Tracking of payables for EOY audit.
Maintenance of the accounts payable filing system.
Ensure compliance with organizational policies, accounting standards and audit requirements.
Support audits by providing documentation and account analysis.
Assists EMS billing with daily deposits, taking payments and writing receipts. Matches insurance EOBs with payments.
Answers phones and greets visitors for the Finance and Human Resources Departments and the County Manager's Office.
Performs other related duties as assigned.
Qualifications

Education and Experience:
Requires a high school diploma or equivalent and related experience in an accounting or fiscal office environment supplemented by accounting and bookkeeping courses, or equivalent combination of education and experience.
Licenses or Certifications:
Possession of a valid driver's license.

Knowledge of local government operations, policies and plans, and modern office practices and procedures.
Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
Knowledge of basic arithmetic, accounting procedures, principles of bookkeeping, and basic fund accounting.
Knowledge of the organization and functions of county government and the financial issues that impact them.
Knowledge of the County's administrative, accounting, purchasing policies and procedures.
Knowledge of governmental bookkeeping practices and procedures.
Knowledge of laws, rules, regulations, policies and practices for accounts payable functions.
Knowledge of computer operations and specialized software as it applies to financial operations.
Skill in using small office equipment, such as computers, facsimile machines, copiers, telephones, and scanners.
Ability to understand and apply policies to the maintenance of financial records and reports.
Ability to use posting, calculating, and adding machines and automated equipment for the maintenance of accounting records.
Ability to maintain accurate records and prepare moderately complex records and reports.
Ability to verify accounts payable documents and forms for accuracy and completeness.
Ability to communicate effectively in oral and written forms.
Ability to establish and maintain effective working relationships with supervisors, coworkers, vendors, and the general public.
Ability to maintain clerical and statistical records.

PHYSICAL DEMANDS
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
