Job Description




The Division of Business and Finance is looking for a highly motivated individual to join our team as a Finance and Program Monitor.
This position is on the AHCCCS Actuarial Team and is responsible for all financial support to the actuaries related to implementation and monitoring of the Hospital Enhanced Access Leading to Health Improvements Initiative (HEALTHII) and Health Care Investment Fund (HCIF) rate increase program.

This position will collaborate with cross-functional teams, including clinical, financial, operational, rates and reimbursement, directed payments, budget, policy and contract areas. Responsibilities include analysis of provider utilization data, Health Plan encounter data, preparing payment guidance, calculation of impacts to capitation rates, documentation of processes, identifying/implementing process improvements, supporting the actuaries with additional ad hoc analyses as necessary, and performing all related reconciliations, on both a quarterly and annual basis, in addition to supervisory responsibilities.

This position requires a strong financial analysis background, attention to detail, and the ability to manage multiple, often overlapping, priorities and deadlines. A healthcare background would be ideal.
Major duties and responsibilities include but are not limited to:

  • Support actuaries with analysis of provider utilization and health plan encounter data, and calculation of various impacts to capitation rates.
  • Manage and supervise direct reports. This includes assigning, reviewing, and providing guidance to staff on work products, training, mentoring, and coaching staff, measuring results and addressing performance issues, motivating, recognizing, and rewarding individuals and the team.
  • Preparation of financial information to support directed payments to providers.
  • Collaboration and communication with other teams at AHCCCS.
  • Identifying and implementing process improvements.
  • Communicating payment guidance to health plans and providers.


Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Google, Microsoft Office, Word, Excel, PowerPoint, other comparable software programs
  • AHCCCS/Administrative policies and procedures

  • Accounting and financial reporting
  • Cognos (preferred)

Qualifications:
Minimum:
Bachelor\'s degree in economics, business, finance, healthcare or related field and 3 years of related experience.
Preferred:
Master\'s degree in business or CPA with a combination of five years experience with financial statement preparation or review and auditing experience in managed health care health programs environment.

Pre-Employment Requirements:
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

  • Travel may be required for state business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
