About the Position
The Finance Manager is responsible for overseeing all financial operations of the Housing Authority, ensuring compliance with HUD as well as federal, state, and local regulations. This position involves managing accounting systems, preparing budgets, conducting audits, and generating financial reports to maintain fiscal integrity and support affordable housing programs.
The Finance Manager also provides strategic financial guidance to leadership, ensuring the effective use of public funds to further the agency's mission of offering safe and affordable housing to the community.
ESSENTIAL FUNCTIONS:
Financial Management & Accounting
Manage all accounting functions, including accounts payable, accounts receivable, payroll, and general ledger.
Prepare monthly, quarterly, and annual financial statements and reports for management and the Board of Directors.
Maintain compliance with nonprofit financial reporting standards
Reconcile bank accounts, monitor cash flow, and ensure timely and accurate financial transactions.
Oversee accounting software and ensure accurate chart of accounts and fund tracking.
Budgeting & Forecasting
Lead the annual budget development process in collaboration with department leaders.
Monitor spending against budgets and provide variance analysis with actionable recommendations.
Support leadership in long-term financial planning and forecasting.
Grants & Restricted Funds
Track restricted, unrestricted, and temporarily restricted funds in compliance with donor and grant requirements.
Prepare financial reports for funders and ensure alignment with grant budgets.
Support program staff in understanding and managing grant budgets.
Compliance & Audit
Coordinate annual independent audit and serve as the primary contact for auditors.
Maintain compliance with federal, state, and local nonprofit regulations and reporting requirements.
Ensure timely submission of required tax filings, registrations, and financial reports.
Leadership & Collaboration
Supervise accounting staff as assigned.
Provide financial analysis and guidance to the Executive Director and Board of Directors
Present financial reports at board and committee meetings.
Support staff and department heads in interpreting financial data and adhering to budgetary guidelines.
QUALIFICATIONS:
Education and Experience
Bachelor's degree in accounting, Finance, or related field (Master's or CPA preferred).
5+ years of progressive accounting or financial management experience, preferably in a
public housing authority, nonprofit, or governmental organization.
Knowledge, Skills, And Abilities
Strong knowledge of
GAAP

fund accounting

grant management

Proficiency with accounting systems such as
Yardi or similar
.
Experience managing audits, budgets, and multiple funding streams.
Experience in property management is a plus
Knowledge of construction budgeting, cost control, and financial reporting methods, preferred.

Demonstrated integrity, confidentiality, and sound professional judgment.

Attend Fair Housing training within 6 months after the date of hire
Work Environment
Office environment with periodic site visits to properties or community partners. Occasional evening or weekend work for board meetings or audit activities.
