Description of Work The Finance and Business Compliance Analyst II plays a critical role within the DCDEE Budget Section, providing advanced-level fiscal management and analytical support for the Division's Child Care Subsidy programs funded through federal and state sources, including CCDF, TANF, IV-E, and State Appropriations. For SFY 2025-26, the Division's total budget is approximately $975 million. This position ensures accurate financial management, compliance with federal and state regulations, and effective utilization of funds within the North Carolina Financial System (NCFS) and the NCFAST system, which serves as the statewide platform for managing subsidy funds.
The Finance and Business Compliance Analyst II supports the Assistant Budget Officer and Division Budget Officer by managing complex fiscal operations, overseeing financial reporting, and ensuring accountability for subsidy allocations across all 100 counties. It assists with budget execution activities, including the preparation of budget revisions and funding adjustments to ensure timely and accurate alignment of resources. The position also serves as a key technical expert for program staff, county partners, and fiscal analysts on budget formulation, monitoring, and reporting related to subsidy programs.

Salary Range: $45,926 - $80,369

  • Advanced understanding of state and federal grant management, particularly under CCDF, TANF, and related early childhood subsidy programs.
  • Expertise in NCFAST, NCFS, IBIS, E-Procurement (EPro), and advanced Microsoft Excel.
  • Working knowledge of 45 CFR 98 (Child Care and Development Fund regulations), 2 CFR 200 (Uniform Guidance), GAAP, and state budget procedures.
  • Strong analytical and problem-solving skills; ability to interpret and present complex fiscal information.
  • Excellent communication and collaboration skills for coordinating with multiple internal and external stakeholders.
