The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.



About this position:



These positions are four (4) program specialists that are responsible for ensuring construction work is compliant with contract plans, specifications, and general conditions. Each specialist ensures construction practices and industry standards are followed, and that all contract parties implement and maintain effective safety programs. They must be thoroughly familiar with contract documents, including plans, specifications, shop drawings, and schedules. Responsibilities include documenting project progress through reports, photographs, emails, and web-based tools; overseeing large, complex construction projects; scheduling inspections; maintaining As-Builts; and attending all project meetings.


In addition to these core duties, each specialist leads a unique statewide program. One oversees the MDOC partnership program, ensuring alignment with Michigan Department of Corrections construction standards. Another manages the Unmanned Aerial System (UAS) project photography program, integrating drone technology into project documentation. A third leads the statewide on-site Safety Program, working with MIOSHA CET to maintain current training, certifications, and inspection protocols. The fourth administers the Soil Erosion and Sedimentation Control (SESC) program, ensuring compliance with EGLE regulations and supporting environmental quality through verified reporting and field expertise.

Position Location:



This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Required Education and Experience

Education



Possession of a bachelor's degree in architecture, engineering, or building construction.



Experience



Four years of professional experience equivalent to a Building Construction Project Superintendent, including two years equivalent to a Building Construction Project Superintendent P11 or one year equivalent to a Building Construction Project Superintendent 12.


Alternate Education and Experience

For all levels, four years of professional experience as a superintendent or foreman in the building construction trades, or experience equivalent to building construction inspection, planning, or design may be substituted for the education requirement.
