FIELD TEAM LEAD / SCIENTIST - California, Arizona, Nevada, Hawaii, and U.S. Pacific territories
ICF is seeking a FIELD TEAM LEAD / SCIENTIST to support the Environmental Protection Agency's Environmental Services Assistance Team (ESAT) contract, primarily focused on field sampling and analysis for soil, water, air, waste, and biota. This role ensures compliance with EPA standards and oversees field operations across Region 9, which includes California, Nevada, Arizona, and Pacific territories.
The team performs soil, water, air, waste and tissue sample analysis for chemical contaminants primarily supporting Superfund site assessment, remediation, and emergency response but also for compliance under the Safe Drinking Water Act and the Clean Water Act.
We are seeking a candidate for EPA federal government laboratory in Region 9 Hayward, California. EPA Region 9 spans California, Arizona, Nevada, Hawaii, and U.S. Pacific territories. ESAT field scientists travel throughout these areas for audits and sampling.

Field Operations Management

  • Lead and coordinate field sampling activities for chemical contaminants at Superfund sites and other EPA projects.
  • Oversee air monitoring, emissions testing, and ambient air quality sampling.
  • Ensure adherence to EPA QA/R-2 and QA/R-5 protocols, OSHA safety standards, and Region 9 Quality Systems Manual.
Team Leadership
  • Supervise and mentor field scientists and technicians.
  • Assign and balance workloads across multiple sites; ensure cross-training for flexibility.
  • Maintain open communication with EPA COR and TOCORs, subcontractors, and internal QA leads.
Compliance and Reporting
  • Track QA metrics and safety compliance using EPA-approved systems.
  • Prepare progress reports, cost summaries, and performance dashboards for EPA review.
  • Support emergency response and remediation projects as needed.
Coordination
  • Interface with analytical labs and validation teams to ensure seamless data flow.
  • Participate in weekly coordination meetings and maintain documentation for audits.
Basic Qualifications
Bachelor's degree in Environmental Science, Chemistry, Biology, or related field.
Minimum 10 years of relevant experience.
Valid driver's license, good driving record, and able to drive long distances (in company-provided vehicle).
Willingness to travel and work in the field.
Ability to work outside in rough terrain and inclement weather and drive to remote locations.
OSHA 40-Hour HAZWOPER certification.
Able to lift and carry 40 pounds, use ladders, and work comfortably at heights.
Knowledge of QA/QC procedures and data validation processes.
Familiarity with EPA protocols for air, soil, and water sampling.
US citizenship is required per federal contract requirements.
Must be able to pass an EPA background check to obtain access to US federal property

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is: $97,699.00 - $166,088.00
