The Kentucky Department for Public Health seeks a dedicated Federal Program Specialist to coordinate and oversee the grant activities for the Health Access Nurturing Development Services (HANDS) Program, Maternal, Infant, and Early Childhood Home Visiting (MIECHV) grant within the Division of Maternal and Child Health. This vital home visitation program supports families from pregnancy through a child's first two years, promoting healthy child development and family well-being.



In this role, you will coordinate and oversee the grant activities for the HANDS program, ensuring effective planning, resource allocation, reporting, and application submission. Your expertise will help maintain the program's sustainability and impact, directly contributing to the well-being of families across Kentucky. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Key Job Responsibilities:Serve as a direct liaison between DMCH and the federal grant oversight agency. Directly serves to coordinate and submit grant applications and update applications as necessary. Serves as lead on interagency calls and meetings. Ensures compliance with all applicable state and federal guidelines. Develops and proposes the federal budget application. Prepares allocations for contracts with universities, regional agencies, and state programs. Continuously monitors and analyzes spending to ensure state and federal compliance. Directly provides guidance and technical assistance to DMCH staff and local agencies as necessary. Creates, updates, or causes to be created and updated standard operating procedure manuals, staff development, and ensures compliance. Serves as a liaison and subject matter expert between the DMCH and local agencies and providers and state and federal officials to maintain and provide consistent guidance and assistance to agencies. Directs the research and compilation of state reports as scheduled or upon request. Compiles, or directs to be compiled, branch administrative, operating, and programmatic records and reports.

Preferred Knowledge, Skills and Abilities:Strong oral and written communication skills. Ability to convey ideas to others effectively. Demonstrate efficient multitasking skills. Receptive to others' ideas and work constructively to increase depth and effectiveness in managing a group or team effort. Experience with federal budgets, grants, and, or, programs.

Minimum Requirements

EDUCATION:

Graduate of a college or university with a bachelor's degree.



EXPERIENCE, TRAINING, OR SKILLS:

Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.



Substitute EDUCATION for EXPERIENCE:

A master's degree will substitute for one year of required experience.



Substitute EXPERIENCE for EDUCATION:

Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.
