Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Facilities Planner 2, Grade 23, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH's capital planning and construction program and provides direct technical assistance for physical plant operations and maintenance. Specific duties to be performed may include, but are not limited to, the following:
Space Planning

• Plan and coordinate space allocation for Central Office and statewide field offices including new construction and renovations.
• Gather and analyze data regarding space needs and develop a plan to improve and address space deficiencies.
• Participate in meetings with OMH program managers to determine specific space requirements ensuring space designs and modifications reflect the needs of the customer and conforms to the Office of General Services (OGS) space allocation guidelines.
• Coordinate the physical movement of staff throughout the building and collaborate with building management on necessary modifications such as electrical changes.
• Work in partnership with OGS, building management, contractors, and vendors for the negotiation and approval of design modifications and specifications.
• Assist with analytical research in such areas as administrative cost breakdowns, agency population, parking, building security, etc.
• Draft and submit Tenant Alteration Requests (TARs) to OGS for maintenance or building modification requests outside the scope of building management.
• Solicit and review bids from potential vendors. Coordinate and authorize the agency payment, accounting, and payment reconciliation for work associated with the TAR process.
• Review building projects and materials used for potential issues and develop plans for mitigating health and safety risks.

Capital Projects:
-Coordinate and develop capital budget requests necessary to support the program and operations of assigned Facility.
-Effectively manage capital construction projects from inception through all phases of design and construction
-Update the narratives, costs, and schedules of the OMH project management system
Procurement:

• Research equipment and furniture purchases while comparing options, pricing, and delivery. Make purchase recommendations and place orders for the purchased equipment and furniture.

Coordinate delivery and place items into inventory or movement to the work location.

• Coordinate the agency chargeback accounting and reporting.

Manage Contract Building Services

• Monitor performance of contract building services including building management, janitorial, security vendors, and other building operations at Central Office.
• Evaluate performance and quality of work and service regularly. Address issues in a timely manner and elevate to OGS or other appropriate stakeholders when appropriate.
• Maintain professional communication with other tenant agencies regarding building operations.

Other Duties

• Create annual spending plan and monitor project budgets. Review and approve invoices for operational expenses and annual evaluate contracts for necessity.
• Provide written and oral communications to OMH staff regarding program specific or building information provided by OGS through tenant bulletins.
• Recruit, train and supervise staff who respond to work orders at 44 Holland. This includes staff who assemble/disassemble workstations and other duties in support of administrative staff in the building. Assign and review work for those staff and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS UNDER THE NY HELPS PROGRAM: To be eligible for appointment, candidates must have:
Either 1. seven years of qualifying experience*
Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and five years of qualifying experience*;
Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and three years of qualifying experience*.
Or 4. a master's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and two years of qualifying experience*.
Or 5. a doctorate in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and one year of qualifying experience*.
*Qualifying experience must be in planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects. Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
TRANSFER OPPORTUNITY:
Candidates must have permanent status as a Facilities Planner 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in either of the qualifying titles of Building Construction Program Manager 2, Grade 23, or Professional Engineer 1 (Civil/Construction), Grade 24

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
