Job Description

GENERAL PURPOSE:

Under the direction of the Communications Manager, this position is responsible for the configuration, implementation, design, maintenance, management, and support of diverse building systems, infrastructure, and security technologies managed by the Technical Services Department.

As part of the Center's Technical Services Department, and under the direction of the Communications Manager, the Facilities Maintenance Supervisor is a FLSA exempt position that manages all building systems, performs a variety of maintenance duties and manages external contracts for other maintenance services. Position has access to confidential information and essential systems supporting 911 and other operations

ESSENTIAL JOB FUNCTIONS:

Responsible for overall facility and premises cleanliness, hygienic condition, and appearance of grounds, building (interior/exterior), structures, and perimeters. Manage, monitor, and ensure timely repair and of facility systems including, HVAC, electrical, plumbing, generators, uninterrupted power supply systems, janitorial, landscaping, and security systems. Prepare facilities for changing weather conditions and emergency situations. Schedule routine maintenance, inspections and emergency repairs with outside vendors. Research and manage vendors and contractors for service responsibilities, ensuring high-quality work and adherence to the Center's standards. Coordinate the cleaning, maintenance, and repair of dispatch consoles, workstations and other operational and administrative equipment. Manage security systems. Coordinate access for employees; maintain cameras and other security equipment. Oversee and negotiate contract agreements for provision of a variety of repair and maintenance services. Coordinate projects related to all aspects of Public Works that may include change order cost documentation, pay application details, prevailing wage, intent, affidavit, and required details of contract submittals. Perform a variety of contract administration duties, including but not limited to the organization, tracking, review, revision, and preparation of contract and procurement documents. Coordinate the receipt and tagging of fixed assets and other equipment and furniture deliveries. Assist with inventory processes and development of replacement plans as assigned. Understand and abide by the current Criminal Justice Information Services (CJIS) security policy. Assist in other areas within the Technical Department and Facilities as needed, maintain understanding of various areas within the department and participate in a 24/7 on-call rotation. Perform related work, special projects or other duties as assigned.
KNOWLEDGE SKILL & ABILITIES:

Knowledge in building/construction management, engineering, and services engineering. Advanced mechanical skills and knowledge of plumbing, HVAC and other building systems. General knowledge of mechanical operating system principles, building construction, facility and grounds maintenance requirements. Ability to read and interpret building plans, wiring diagrams and various schematics. Knowledge in Washington State Department of Labor and Industries public works requirements, RCWs, contracting, and bid coordination. Understand, interpret, explain, apply, and follow applicable laws, ordinances, codes, regulations, safety rules, policies, and procedures. For example, federal, state and local laws and OSHA. Excellent interpersonal skills including integrity, courtesy, tact, teamwork, respect, and discretion. Strong communication, customer service and interpersonal skills, including the ability to speak and collaborate with all levels of employees, guests, vendors, and team members in a challenging environment. Understand and follow written and verbal instructions. Excellent time management, organization, and prioritization abilities. Control and use discretion handling of confidential material and information. Organize work with many interruptions and multiple tasks to meet schedules and timelines. Aptitude for advanced analytical and problem-solving skills with a strong attention to detail, to find a timely resolution. Be reliable, dependable, and report for work on a consistent basis. Demonstrated ability to work with minimal supervision both independently or as part of a team. Able to maintain calm in non-standard situations; recognizes what is most suitable in a given situation; exhibits decisiveness and responsibility; knows when to consult and involve others. Travel to various work sites and/or meeting locations may be required. Ability to become familiar with, follow, and support the Center's mission, vision, and guiding principles.
REQUIRED EDUCATION AND EXPERIENCE:

Four years of increasingly responsible experience in maintaining facilities, systems and equipment; or any combination of relevant education and experience which would demonstrate knowledge, skill and ability to perform the essential duties.

PREFERRED EDUCATION AND EXPERIENCE:

Working knowledge of mission critical or public safety facility maintenance. Working knowledge of public property management. Certified Facility Manager (CFM).
LICENSES AND CERTIFICATION:

ACCESS certification with 30 days. Washington State Driver's License.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work is performed in a typical office environment, which includes a technical workstation, a data center with a controlled environment, mechanical areas, as well as working with internal and external customers onsite. The noise level is usually moderate with frequent interruptions. Ability to travel, sometimes overnight by car or aircraft.

While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use dexterity of hands and fingers to operate keyboards and pick up or pinch items. Must be able to differentiate between sounds amidst background noises. Good hand-eye coordination is also essential. The role frequently involves walking, balancing, bending, climbing, stooping, crawling, crouching, and reaching both above and below shoulder level. Employees must be able to carry, lift, and push items weighing up to 44 pounds.

The employee must occasionally lift, carry, or push up to 50 pounds. The employee is required to see, specifically to include up close, distance, color, and peripheral; depth perception and ability to adjust focus.
